In 2013,Chinese President xi jinping put forward the "silk road economic belt" and the "21st century maritime silk road"(One Belt And One Road),a major strategic idea,and formally implemented it,China's economic and trade exchanges with 64 countries along the route have become increasingly close.In 2018,the general administration of customs has stepped up the reform of customs supervision policies,and comprehensive customs clearance integration has been gradually carried out.Among them,in deepening the reform of bonded goods supervision,the customs has simplified the supervision vehicle requirements and inspection requirements more quickly.In this context,it is urgent to accelerate the reform of the operation mode of bonded logistics in the pilot free trade zone.Chongqing pilot free trade zone was officially put into operation on April 1,2017.Relying on three comprehensive bonded zones,namely xiyong comprehensive bonded zone,lianglu cuntan comprehensive bonded zone,jiangjin comprehensive bonded zone,and three international passageways,it has made certain achievements.How to further enhance chongqing's bonded logistics capacity is the next step of free trade pilot zone construction.Based on this,this paper takes the research on the development strategy and implementation path of chongqing third-party bonded logistics under the belt and road initiative as the topic.Firstly,it analyzes and summarizes the existing research from three aspects: One Belt And One Road and international trade and free trade zone,One Belt And One Road and international logistics,One Belt And One Road and bonded logistics.PEST analysis is used to analyze the political,economic,social and technological external environment of the third-party bonded logistics development in chongqing.Then from the trains(international multimodal transport),"the western Liu Haixin channel"(international multimodal transport,air transport,international multimodal transport),the Yangtze river golden waterway four aspects on third-party bonded logistics generalizes the existing path,and then use the SWOT analysis method,for the third party in chongqing bonded logistics development strengths,weaknesses,opportunities and threats are analyzed,the key SO strategy suggested that free trade area of chongqing,southwest use dual economy and logistics center location advantage,combined with country developing the Yangtze river economic belt and "area" under the initiative of the international trade development of the national strategic deployment,Focus on the development and construction of west,south and east bonded logistics channel.Finally,it puts forward the implementation path of chongqing's third-party bonded logistics development strategy,which is to continue tostrengthen china-europe freight train(bonded),actively guide and strengthen the new land-sea bonded channel between western ministries,actively expand the international bonded air transport,and optimize and improve the Yangtze river golden waterway bonded logistics by the use of rail and sea combined transport and multimodal transport.
