Research On Comprehensive Bonded Zone In Linyi Development Planning Based On Analytic Hierarchy Process

In recent years, China’s economic has developed rapidly. In order to keep up with the pace of economic globalization, all began to gradually appeared some special enclosed areas approved by the state and supervised by the customs, engaged in processing, goods transport and export business, include the bonded area, bonded warehouse, export processing zone and bonded logistics center. This kind of area not only contribute to the development of export-oriented economy, but also can reduce the fiscal pressure of the export tax rebate. But because of the rapid development of the global economy, bonded area has been unable to fully meet the needs of Chinese economy, China has constantly explored the new development mode of bonded area, to adapt to the current situation of China’s opening to the world has greatly improved, and keep up with the pace of international development.The article take the Shandong province Linyi city as the discussion object. Focus on the future development trend to build the area harbor linkage mode of the comprehensive bonded zone of Linyi city. Area harbor linkage mean to cooperate the bonded area and the port nearby, enforce the bonded zone policy, to promote the local economy and the development of foreign trade、increase the revenue and foreign exchange earnings. This mode can make the port facilities and service extend to the inland, and let the dry port’s function applied to the port. To complete the export of the goods in advance by cooperate with the customs, commodity inspection, insurance department, and use the modern technology to ensure the goods’ safety. So, area harbor linkage mode has a profound implication to the cooperation of coastal ports and inland and sustainable development.Linyi has been an important node city to Shandong province and Jing-Jin-Ji and Yangtze River Detta Economic Zone, has a very obvious geographical advantages and huge potential for the economy development. There has five international harbors in Shandong province——Qingdao, Rizhao, Yantai, Weifang, Weihai, and Qingdao have set up the bonded port area, Rizhao and Lianyungang are active application to the bonded port area. Linyi comprehensive bonded zone has a important influence to improve Shandong bonded logistics network and economic development. In this paper, through analysis the basic situation of Linyi, discussed the advantage and necessity of the establishment of Linyi comprehensive bonded zone. Use the SLP method planning and layout each functional area, and make a feasibility analysis on the trend of set up the area harbor linkage in the future by AHP.
