High-tech enterprises are the main force and leader of high-tech industries, and are important engines driving the development of high-tech industries. In recent years, under the guidance of government policies and the wave of "innovation and entrepreneurship",Chongqing's high-tech enterprises have generally maintained a stable and good development trend.A large number of high-tech enterprises have sprung up and continued to grow, and corporate innovation has achieved great results. However, there still exist some problems among Chongqing's high-tech enterprises: first, the company's innovation ability as well as its core competitiveness is not strong enough;second, firms mainly focus on imitation innovation,or adopt secondary innovation or original innovation by absorbing products and technologies from others,so they are lacking in independent innovation capabilities; The third is that innovation performance of high-tech concerning product revenue and scientific and technological achievements as well as transformation ability obviously lags behind that in Guangdong,Beijing and other metropolis in China. At present,in the face of uncertain internal and external development environment, how to make innovation decisions to improve innovation performance is the key issue that can break the bottleneck of high-tech enterprises' development.Based on the internal and external uncertainty,we target at the research theme of "the improvement of innovation performance under the perspective of effectuation";draw on effectuation theory and ambidexterity theory to explore the intermediary effect of ambidextrous innovation between effectuation and innovation performance. It can deepen the theoretical understandings of effectuation theory and ambidexterity theory, and at the same time provide managerial inspirations for improving the innovation performance of high-tech enterprises.Through an empirical analysis of 170 Chongqing high-tech enterprise data,we find that: first, the direct positive impact of effectuation on innovation performance is not significant, while only the dimension of flexibility has a positive effect on innovation performance.Second, the effectuation has a positive impact on radical innovation and incremental innovation, but the four dimensions of effectuation have different impacts on the two types of innovation.Among them, flexibility and previous commitments have a significant positive impact on radical innovation, while the positive impact of experimentation and affordable loss on radical innovation is not verified;the affordable loss has a positive impact on incremental innovation, but the positive impact ofexperimentation, flexibility and previous commitments on incremental innovation is not verified.Third, both radical innovation and incremental innovation have a significant positive impact on innovation performance.Fourth, radical innovation plays a mediating role in the relationship between effectuation and innovation performance, while the mediating role of incremental innovation in the relationship between effectuation and innovation performance is not justified. These conclusions contribute to the deep understanding of effectuation and its four dimensions,as well as its applications in the innovation context.Based on the above conclusions,we provide some managerial implications for high-tech enterprises in Chongqing to improve their innovation performance.
