According to data released by the Ministry of Commerce Research Institute in 2011 based on the company's bad debt rate,China's annual loss due to lack of credit amounts to 600 billion yuan.If coupled with the shrinking credit sales,the cost of new economic products,third-party platforms such as Alipay,the loss will far exceed 600 billion yuan.It can be seen that the loss caused by lack of credit is amazing.State-owned enterprises are the mainstay of China's national economy,but now state-owned enterprise debt defaults happen from time to time.These credit default incidents have increasingly become a "bottleneck" problem that severely restricts China's economic and social development.To solve the lack of corporate credit and carry out high-quality corporate credit construction,the credit research of state-owned enterprises should be a top priority.This article first summarizes the relevant domestic and foreign credit rating theories and literature,systematically and clearly presents the development and current status of the entire enterprise rating industry.Based on the in-depth study of scholars' research on the rating index system,a credit index system for state-owned enterprises was initially constructed;and by introducing big data theory,the qualitative processing part of the index system was transformed into quantitative processing;The analytic hierarchy process was used to determine the weights of the rating indicators at all levels.After determining the credit index system of state-owned enterprises,23 state-owned listed state-owned enterprises in Shandong Province were calculated for the state-owned enterprise credit index and obtained corresponding rankings.Secondly,combined with the data of ST listed state-owned enterprises in similar industries in China,this paper makes an empirical study on the sub indicators of the credit index of 23 state-owned enterprises in Shandong Province,and proves that the enterprise quality and operation ability are the sub indicators of the biggest gap between ST listed state-owned enterprises and normal listed state-owned enterprises.Finally,based on the summary of the whole paper,from the perspective of the credit index of state-owned enterprises,the paper puts forward relevant policy suggestions on the governance of ST listed state-owned enterprises,the transformation of new and old driving forces in Shandong Province,the reform of mixed ownership of state-owned enterprises,and the establishment of enterprise database.Because the current domestic research on credit evaluation mainly focuses on the application and improvement of foreign credit evaluation theories and methods,there is few researches focusing on the construction of dynamic and objective state-owned enterprise credit index.This article introduces the big data technology to improve the credit evaluation index system,which will make a certain contribution to improving the credit index of domestic state-owned enterprises.However,due to the lack of micro data,this article failed to find a very suitable evaluation object when constructing indicators on state-owned enterprises' control of resources and ability to obtain support.I believe that in future research,new tools and theories can be introduced to build a more scientific,objective and dynamic state-owned enterprise credit index.
