Since 1978, our country economic structure reforms many times, but as the important constituent in our country economy, the State-owned enterprise still have the pivotal status in the national economy. Since this century, along with China's being WTO entry, the overseas-funded enterprise and private enterprise's steep competition, the State-owned enterprise's brain drain already extremely is serious, or said, talented person's outflow has become the bottleneck which restricts the State-owned enterprise further development. The pay is the important method for the enterprise to retain the employees, which is extremely vital to drive the talented person and play talented person's role. So, how can we maximize to improve the pay satisfaction level of employees, and then to retain talents and to play the role of talents truly, which is the very extremely problems of the State-owned enterprises.Based on the importance of the pay, in the foundation of the study on pay satisfaction theory, this dissertation takes Guangzhou State-owned Enterprise as an example to construct the pay satisfaction appraisal target system of the staff and analyzes the pay satisfaction horizontal, and then formed a set of basic framework to analyze, appraise as well as to promote the pay satisfaction of the State-owned enterprise staff. The full dissertation divides into three parts: The first part is the premise of research, including the first chapter and the second chapter, which mainly elaborates the paper research background, the selected topic goal and the significance, points out the research framework of this dissertation and refines the possibility innovation spot of this study. Based on these, this part analyzes and studies on the correlation theories of the pay satisfaction studies of domestic and foreign scholars, including the related concept of pay satisfaction, dimension and survey of pay satisfaction, and the influence factor and function of the satisfaction. The second part is the core of this dissertation, including the third chapter and the fourth chapter, which mainly takes the correlation theories as the instruction, unifies the practice of the State-owned enterprise, and determinate the principle of appraisal target system of pay satisfaction to construct the pay satisfaction appraisal target system of State-owned enterprise staff and carry on the choice to the assessment method. At the same time, based on the appraisal target system, this part takes Guangzhou State-owned Enterprise as the example to conduct the real diagnosis research to the constructed appraisal target system, and then uses analytic hierarchy process and the fuzzy comprehensive evaluation to appraise and analyze the pay satisfactory level of the State-owned enterprise staff. In the foundation of that, this part proposes the suggestion to enhance the pay satisfaction of State-owned enterprise staff. The third part, namely last chapter, carries on a summary in view of the whole dissertation study, and pointes out a prospect of the research in the future.
