As a new driving force of China's foreign trade development,the development of cross-border e-commerce has great power and potential.However,due to the disadvantages of Industrial Isomorphism,innovation deficiency and low-end of value chain,the advantage of foreign trade of manufacturing industrial cluster is declining gradually,so it is imperative to break through the difficult position and realize the transformation and upgrading.With the background of economic development,cross-border e-commerce is an effective way to realize the transformation and upgrading of manufacturing industrial clusters,which also provides necessary industry support for cross-border e-commerce development.Therefore,in order to promote the transformation and upgrading of manufacturing industry cluster and foreign trade,it is necessary to study the synergetic development of cross-border e-commerce and manufacturing industry cluster.First of all,this paper reviews the literature on cross-border e-commerce,manufacturing industry clusters and the collaborative development between the two,there are few empirical studies on the collaborative development of cross-border e-commerce and manufacturing industry clusters.Secondly,based on a great deal of literature and relevant theories,this paper analyzes the synergetic development mechanism of cross-border e-commerce and manufacturing industry clusters by using industry chain theory,composite system theory and synergetics theory.Thirdly,taking Zhejiang province as the research sample,this paper analyzes the current situation of cross-border e-commerce,manufacturing industry cluster and their synergetic development.Cross-border e-commerce in Zhejiang province mainly from the development of the status quo,development characteristics and existing problems;the industrial cluster of manufacturing industry in Zhejiang province is analyzed from the general situation,the development level and the characteristics of the industrial cluster;the co-development of cross-border e-commerce and manufacturing industry cluster in Zhejiang province is summarized from the status quo,policy support and related development cases.Then,the paper explores the synergetic development level of cross-border e-commerce and manufacturing industry cluster in Zhejiang province,and based on the synergetic theory and the compound system theory,constructs the comprehensive evaluation model of the synergetic development level of the compound system,the order degree of the subsystem and the coordination degree of the composite system are calculated and analyzed.Research analysis shows that,from 2010 to 2018,the order degree of the two sub-systems of cross-border e-commerce and manufacturing industry cluster in Zhejiang province showed an upward trend,with a good development momentum;the synergetic degree of the composite system fluctuates and is in the low synergetic state of 0-0.2;the increase of order degree of cross-border e-commerce subsystem and manufacturing industry cluster subsystem does not necessarily lead to the increase of synergy degree of composite system,but depends on the ordered cooperation of the structure and function of each element in the system.Finally,based on the empirical results and the current situation of cross-border e-commerce and manufacturing industry clusters in Zhejiang province,in order to promote the transformation and upgrading of manufacturing industry clusters and the further development of foreign trade,to make suggestions on the development direction of cross-border e-commerce and manufacturing industry clusters in Zhejiang province,and from the government,enterprises,universities and other aspects to improve the coordinated development of the two proposed countermeasures.
