To implement the strategy of rural revitalization,we must first realize the revitalization of rural talents.Starting with the main body of rural revitalization and accelerating the cultivation of new types of professional farmers is an important measure and inevitable requirement to solve the current dilemma of rural and agricultural development in China and further promote the development of agricultural modernization.Based on the micro-survey data of farmers in Jingzhou City,Hubei Province,this paper chooses to use the propensity score matching method to estimate the impact of agricultural vocational training on farmers' income after considering sample self-selection.The results show that: First,under a certain significant level,farmers 'participation in vocational training will significantly increase farmers' personal income.Second,whether or not farmers receive training is not a result of complete free choice.There are factors that significantly affect farmers 'training,such as gender,age,self-assessment of health status,and education level..These factors that significantly affect whether farmers receive training or not will lead to sample selection not being free,thus overestimating the effect of vocational training on farmers' income.Third,after considering the sample self-selection problem and analyzing the sample with the propensity value matching,it is found that the effect of vocational training on farmers 'income before matching is greater than the effect of vocational training on farmers' income after matching.Focusing on the reason for the third conclusion,this paper makes a key analysis.First,vocational training has the external characteristics of public goods.In order to assess the implementation of vocational training,vocational training under the leadership of the government cannot effectively guarantee the principle of voluntary participation in vocational training.Some individuals who do not require vocational training are forced to participate,Occupies the resources of individuals who really need vocational training,causes a waste of social resources,and reduces the actual effect of vocational training.Second,the form of lectures in which farmers participate in training conflicts with actual needs.According to statistics,76% of farmers prefer to acquire professional skills through on-site guidance.But in fact,due to the sparse population in rural areas,it is difficult for the government to send too many technicians to promote the technology.Relatively speaking,the concentration of farmers for training saves a lot of labor costs.However,the form of concentrated face-to-face teaching is obviously difficult for most middle-aged and elderly farmers with generally low education level and free habits.This contradiction weakens the effect of vocational training on farmers' income to a certain extent.Third,the content,time and location of the training affect the effectiveness of farmers' participation in the training.The survey data shows that 29% of the farmers want to get the training content to work skills,77% of the farmers said that the training time is short,the theory is too strong,the knowledge points are not comprehensive,many of the knowledge does not meet the production needs,the operability is poor,and the transportation is inconvenient.It is difficult to unify the training content,time,location and farmers 'actual needs,which has weakened the effect of vocational training on farmers' income increase.Based on the above conclusions and analysis of the reasons,this article puts forward five policy recommendations.First,steadily strengthen vocational training policy support and system improvement.Second,strengthen farmers 'professional thinking and enhance farmers' professional identity.Third,stimulate the initiative of vocational training subjects and encourage multiple subjects to participate in training.Fourth,innovate the content and form of vocational training.Fifth,strengthen the market orientation of farmers' vocational training.
