In 2017,the report of the 19 th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization,clarify the reform of the three rights separation system of contracted land,and expand the channels of farmers' labor income and property income.Through the implementation of collective ownership,the stability of farmers' contracting rights,the release of land management rights,the development of various forms of agricultural moderate scale operation,and the promotion of the effect of increasing farmers' income,it is a problem worthy of study,which is of great practical significance to increase farmers' income.The research of this article is divided into five parts.The first part is the introduction.It mainly elaborates the background,research purpose and significance of the topic,describes the research methods used,and sorts out domestic and foreign literature.The second part is the definition of the concept and the theoretical basis.The basic definitions of three rights separation,land transfer and farmer income,the theory of "three rights separation" of farmland,the theory of farmland property rights and economies of scale,and the theory of combination and separation of land power.The third part analyzes the mechanism of land transfer to increase farmers' income in the context of separation of powers.Including the mechanism of separation of three powers on farmers 'income,and the mechanism of land transfer on farmers' income.The fourth part is an empirical analysis of land transfer to increase farmers' income under the background of separation of powers.The empirical analysis of the effect of land transfer on farmers' income under the background of the separation of three rights is based on the data of the adjustment questionnaire.The fifth part is the research conclusions and countermeasures.The research is that land transfer can promote the increase of farmers 'income,that is,the relationship between land transfer and farmers' income increases in a positive way.Based on the research conclusions,the following countermeasures and suggestions are proposed: First,improve the land transfer market and expand the scale of cultivated land management;second,develop a moderate scale operation to increase the income from transfers and transfers;third,increase the publicity of land transfer and do a good job of land Circulation services;Fourth,strengthen non-agricultural vocational training and increase agricultural-related guidance;Fifth,urge laws and regulations on land transfer to build a sound rural social security system.
