The family joint production contract responsibility system implemented in the early days of reform and opening up greatly aroused the enthusiasm of farmers, solved the problem of food and clothing for farmers, and achieved great results in rural reform. However, with the continuous deepening of rural reform and the continuous development of society, the limitations of the household responsibility system for contracted production have become prominent. At this stage,in order to comply with the wishes of farmers, the land contract management right is divided into the land contractor's contract right and the land farmer's management right.Large-scale operation has become a major institutional innovation in the process of rural reform. However, how does the "three rights separation" policy affect the transfer of land management rights of farmers in our province, and whether there are other factors affecting the transfer of farmland,in order to solve these questions,we need to conduct further research based on the results of existing research.explore.In order to achieve the research goals, this article mainly uses three research methods, including field survey method, quantitative analysis method.First,210 questionnaires were obtained from various cities in Shandong Province through transfer of land management rights of farmers in Shandong Province is described, and then the descriptive statistica l analysis of the outflow and inflow of land by the respondents is made.Secondly, based on the theoretical assumptions that affect the transfer of land management rights of farmers, the three variables of the "three rights separation" system, other systems, and characteristics of farmers are summarized. The "three rights separation" system is defined as the core variable, followed by reference to other The research results of scholars select and set three variables, and conduct single factor analysis. Finally, the empirical analysis is made on the impact of the "three-right separation" system variable, other system variables, and basic characteristics of farmers on the transfer of land management rights. The model results show that the confirmation of rights in the "three rights separation" policy on rural land has no obvious effect on the transfer of land management rights, and whether farmers understand that land management rights can have a significant impact on the transfer of agricultural land..In addition, factors such as the presence or absence of land transfer intermediary organizations, the rural social security system, the proportion of non-agricultural income of farmers, and whether they have received professional training all have a significant impact on farmers' land transfer.policy implications such as stabilizing land tenure, giving full play to the role of land intermediation, improving the rural social security system, and non-agricultural industries.
