Research On The Evaluation Of Regional Digital Suitability And Its Impact On Innovation Performance

All countries around the world have put forward various digital development strategies since 2014,and digital driving innovation has gradually become the focus of their digital economic strategies.In 1994,China entered the Internet era in an allround way.It has experienced the embryonic stage,high-speed development stage and mature stage.China’s digital construction has been promoted rapidly.Using digital technology to transform and upgrade traditional industries can effectively improve work efficiency.However,with the gratifying achievements of digital development,the imbalance of regional digital development has become increasingly prominent due to the great differences in economic environment among regions.And in the process of practical application,there are still many problems in how to accelerate the development of digital construction and regional integration,especially how to promote regional innovation performance with the help of digital is still in the stage of research and exploration.In view of the above,this paper attempts to achieve the following goals:(1)To summarize the process of digital development in China,and analyze the digital development level of typical provinces.(2)To construct a regional digital suitability evaluation system,based on the research results of niche and its suitability evaluation,and to empirically analyzes the digital suitability of cities divided into districts in Zhejiang Province.(3)To expand the theoretical research on the impact of regional digital development on innovation performance.From the county(city,district)level,this paper empirically researches the impact of digital development on innovation performance in Zhejiang Province to reveal the relationship between digital level and regional innovation performance.Through theoretical and empirical research,this paper draws the following conclusionsthe: first of all,it reviews the process of digital development in China.Then this paper analyzes the digital development level of Jiangsu,Guangdong,Zhejiang,Sichuan and Yunnan,and compares the typical cases of digital development in Beijing and Shanghai to expound the rationality and representativeness of choosing Zhejiang Province as the research object.Secondly,this paper constructs the index system of regional suitability for digital development using ecological niche modeling methods considering the perspectives of the basis of digital development,digital work practices in industries and their performance.Based on the measurement,a regional suitability evaluation for 11 prefecture-level cities in Zhejiang Province is conducted to illustrate the level of regional suitability and its momentum of change.The empirical results show that there are great differences among regions in the suitability and momentum for the digital development of industrial.Specifically,Hangzhou,Jiaxing and Ningbo have relatively high industrial digital suitability,and higher momentum is found in the progress of digitalization in Lishui and Zhoushan.In conclusion,Hangzhou,Jiaxing,Ningbo,Wenzhou,Jinhua and Quzhou perform “best” in the measurement of the ecological niche.Finally,collecting panel data of 73 counties(districts,cities)in Zhejiang Province from 2015 to 2017,this paper constructs a regression model to which contains explanatory variables with four dimension measures of digital access,equipment,platform construction and application level.The empirical results show that the improvement of regional digital access level is conducive to improving innovation performance,and the impact of regional digital equipment,platform construction and application level on innovation performance presents an inverted U-shaped relationship.In the process of digital construction,we need to pay attention to the input-output efficiency and give priority to overall interests,in order to avoid over-investment of resources.This paper is of great theoretical significance for enriching and developing the theoretical system of regional digital suitability evaluation,revealing the internal relationship between regional digital level and innovation performance,and for formulating and optimizing policies to promote regional digital development,and improving regional innovation performance measures through digital construction.
