Agricultural production should be placed in an important position in the development of the national economy.China is also promoting the development of agricultural modernization while developing industrial modernization.However,the key to the development of agricultural modernization is the popularization of agricultural mechanization.In 2004,China specially promulgated the "Law of the People's Republic of China on the Promotion of Agricultural Mechanization" to accelerate the process of agricultural mechanization.The policy support directly promoted the development of agricultural mechanization;in addition,under the impact of globalization,urbanization,and industrialization,the price of labor is constantly increasing.In order to obtain more income,the rural family labor force will choose to transfer from agricultural production to non-agricultural work.This flow of rural labor will directly affect the quantity and quality of labor input into the agricultural production process,and will further make the input into agriculture.The proportion of the combination of production factors in China has changed,and the flow of labor has made agricultural machinery an alternative method for agricultural production.That is,the flow of agricultural labor has had a certain impact on agricultural mechanization;in addition,China is now advocating land scale The further development of the agricultural land circulation market has changed the scale of land management.However,land scale management will also have a certain impact on agricultural mechanization.Therefore,this article selects Henan Province as the representative,through analyzing the current status of agricultural mechanization process and agricultural production conditions in Henan Province since the promulgation of agricultural mechanization law in 2004,and then to demonstratethe important factors affecting agricultural mechanization,so as to formulate relevant policies for Henan Province to promote agriculture Provide theoretical reference during mechanization.This paper takes the influence of labor mobility and large-scale land management on agricultural mechanization,and attempts to answer whether the effect of labor migration on agricultural mechanization after non-agriculture is significant? Will the use of agricultural machinery be significantly increased after the expansion of land management scale? Based on the existing literature research,this paper determines the research direction and points out the innovation of this paper.Unlike the previous research,the previous research did not focus on distinguishing the specific path mechanism of labor mobility and land scale management affecting agricultural mechanization.This paper will Considering the substitution factor of agricultural machinery as labor force is defined as "substitution effect",the impact of the expansion of agricultural land scale on the level of agricultural mechanization is defined as "scale effect",and further examine the magnitude of substitution effect and scale effect.Therefore,this article conducts relevant theoretical analysis and puts forward hypothetical propositions to be tested.Hypothesis 1: The more rural labor transfer employment,the more demand for agricultural machinery as a substitute factor,the higher the level of agricultural mechanization,the more "substitution effect" Large;Hypothesis 2: The scale of land management is expanded to provide conditions for agricultural machinery work.The level of agricultural mechanization will increase,and the "scale effect" will increase;Hypothesis 3: The comprehensive effect of labor mobility and land scale management on agricultural mechanization is obvious,and the substitution effect And the scale effect is still significant,this article puts forward hypothesis to test on a certain measurement method.This paper screens the balanced panel data for a total of 15 years from 18 prefectures and cities in Henan Province from 2004 to 2018 for research,selects the average agricultural machinery power per mu(agricultural machinery total power/arable land area)to measure the level of agricultural mechanization,and performs logarithmic processing as a Explain the variable,select the total number of rural labor transfer employment to measure the labor mobility index and use it as the explanatory variable,select the average sown area of grain crops per household(total sown area of grain crops/total number of rural households)to measure the land scale management index,and then logarithmize it As an explanatory variable,on this basis,select appropriate control variables to build a suitable econometric model,and prove that there is no serious multicollinearity problem between the selected main explanatory variable indicators through multiple collinearity tests.The regression hypothesis can be tested on the research hypothesis.According to the regression results: first,the labor mobility index variable,that is,the number of rural labor transferred to employment,significantly affects the level of agricultural mechanization,and the substitution effect of agricultural mechanization is more significant;second,the land scale management index has a positive promotion effect on the impact of agricultural mechanization.Not significant,indicating that the land management in Henan Province has not reached a certain scale,and the contradiction between more people and less land in Henan Province is more prominent.Only by further increasing the scale of land management can we better use agricultural machinery and further improve the level of agricultural mechanization.Obviously,the scale management of land in Henan Province needs to be further developed;in addition,the per capita state subsidies,per capita fixed asset investment and topography and landform have a significant impact on agricultural mechanization.Based on the regression analysis results of the model,this paper puts forward targeted policy recommendations for the development of agricultural mechanization in Henan Province: first,the surplus labor should be transferred in an orderly manner while retaining sufficient agricultural production labor force,and the level of agricultural mechanization should be improved;second,government departments should actively advocate for local conditions The landshould be operated on a large scale,and the agricultural production subsidies should be appropriately increased.Finally,the level of supporting services for agricultural machinery should be further improved to properly cultivate some technical farmers for more efficient agricultural production.At the same time,farmers should be further encouraged to increase investment in fixed assets and accelerate the development of agricultural mechanization.process.
