Research On The Construction Of Agricultural Insurance Catastrophe Risk Decentralization Mechanism In Gansu Province

Agricultural insurance plays an irreplaceable role in agricultural large-scale production and agricultural disaster prevention and loss prevention.Among agricultural risks,meteorological disaster risks,pest and disease risks,and geological disaster risks often easily lead to systemic,large-scale,large-scale damage to agricultural production,resulting in agricultural disaster risks.The risk of agricultural disasters often causes major losses in the agricultural insurance business entities and even faces bankruptcy risks.Establishing a sound agricultural insurance disaster risk dispersion system is an important guarantee for the sustainable development of agricultural insurance.China has a vast territory,with great differences in geographical topography and climate and weather.At the same time,the main bodies of the agricultural insurance market have significant differences.It is necessary to conduct in-depth research on disaster risks in various places,and to formulate disaster risk dispersion systems according to local conditions.The ecological environment in Gansu Province is fragile,there are many types of natural disasters,and the scale of damage caused by disasters in the agricultural field is significant.However,no agricultural insurance disaster risk dispersion mechanism has yet been established.Based on this,this paper studies the establishment of the Gansu agricultural insurance disaster risk dispersion system,which is beneficial to the sustainable development of agricultural insurance in Gansu Province.This article is divided into six chapters.The first chapter introduces the background and research significance of the topic,defines the concepts of agricultural insurance and agricultural disaster risk,explains the related research results,and introduces the research ideas and research methods of this article.The second chapter is the theoretical basis of the risk dispersion of agricultural disasters.It introduces five related theories of risk dispersion of agricultural disasters and provides theoretical support for the following.The third chapter analyzes the agricultural disasters and crop disasters in Gansu Province,and elaborates the types of agricultural disasters,their scales and characteristics.The fourth chapter introduces the current situation of agricultural insurance development in Gansu Province,analyzes its premium scale,premium structure protection degree,the relationship between natural disasters and agricultural insurance compensation rates,and the current status of agricultural insurance disaster risks in Gansu Province.The need for decentralized mechanisms.The fifth chapter summarizes the experience of agricultural insurance disaster disaster decentralization mechanism in other provinces in China,and provides reference for the construction of agricultural insurance disaster disaster decentralization mechanism in Gansu Province.Chapter 6,the construction of Gansu agricultural insurance disaster risk decentralization mechanism,proposes that Gansu Province should construct a three-tier catastrophe including the original insurance company's catastrophe risk reserve,the agricultural reinsurance system,and the government-led catastrophe risk fund.Risk diversification mechanism.
