China's comprehensive deepening reform is entering the "deep water zone".In order to better adapt to the new development and changes,the field of engineering construction management has accelerated the strategy of strategic transformation and talent construction to promote competition,so as to promote engineering enterprises to develop towards the direction of independent innovation and independent management.However,with the deepening of the degree of market opening,a lot of foreign-funded enterprises are flooding into our country,which intensifies the competitive situation of the engineering construction management industry and increases the competitive pressure of engineering construction enterprises.It can be said that in the current unpredictable and competitive market environment,the project management enterprise development opportunities and severe challenges coexist.How to grasp the development opportunity to meet the requirements of the market economy;How to make full use of human resources to strengthen the core competitiveness of enterprises;How to effectively introduce competency characteristics and improve the professional competence of middle management has become the key problem for the development of engineering construction management enterprises,and also the urgent problem to be solved.Based on this,this paper starts with the analysis of the status quo of human resource management in QH company,and collects relevant data of the middle managers of the company through behavioral event interview and questionnaire survey.In order to ensure the scientific nature of the research conclusion and accuracy,this paper through the test,the reliability and validity of confirmatory factor analysis,etc.,to verify the reliability and rationality of the questionnaire,and the collected information and data for the analysis of the basis,combined with the panel interview results,the 31 of QH company middle managers competency features such as ability of organization,project planning,execution,teamwork,fair principle,the ability to influence others,positive initiative,responsibility,innovation ability,strain capacity,ability under pressure,reasonable division of labor,group consciousness,etc.On this basis,this paper discusses and analyses based on competency characteristics,education training and performance evaluation for selection and appointment of three aspects: the improvement and optimization of the human resource management work,for example,in the selection and appointment of aspect,make the conversation compendium,based on competency characteristics to interview the features of competency assessment such as ground application are discussed in this paper;In the aspect of education and training,it has made the application of the demand analysis table of post competency training,the design process of training program and the evaluation table of training effect.In the aspect ofperformance appraisal,the flow chart of company performance and the application of the performance appraisal quadrature based on competency characteristics are made.Through the analysis of competency characteristics and the research on the improvement strategy of human resources function effect,this paper aims to improve the utilization rate of human resources in QH company,give full play to the talent potential and subjective ability of the management,and promote the sustainable development of the enterprise.The viewpoint of this paper can provide some references for engineering construction management enterprises to apply competency characteristics to strengthen human resource management.
