Research On The Centralized Capital Management Model Of HCJ Group

In recent years,with the in-depth implementation of the policy of preventing the loss of state-owned assets at all levels of the country,property rights trading enterprises have developed rapidly.The business model and nature of such enterprises determine that they will hold a large amount of monetary funds.How to manage and use these funds has always been the focus of financial work of property rights trading enterprises.At the beginning of 2018,the property rights trading enterprises of H Province merged on the basis of H Province United Property Rights Exchange,forming HCJ group.The expansion of enterprise scale and business scope put forward higher requirements for the capital management of HCJ group,but the decentralized capital management mode currently adopted by HCJ group can not adapt to the development of the group,so HCJ group needs to adopt the centralized management mode to manage the group's capital.Based on the actual situation of HCJ group,this paper analyzes the problems existing in the capital management of HCJ group,demonstrates the necessity of HCJ group to choose the centralized capital management mode,and then determines to change the current decentralized capital management mode into the centralized capital management mode.After that,AHP is used to evaluate the six fund management modes that can be selected by the group,i.e."unified collection and expenditure","reserve fund allocation","settlement center","internal bank","financial company" and "fund pool".Combined with the actual situation of the group,the settlement center mode is selected as the fund centralized management mode of HCJ group.Next,according to the enterprise nature and management status of HCJ group,the settlement center of HCJ group is designed from three aspects of "organization","financial system" and "post setting".It is determined that the settlement center is composed of four departments,namely "accounting department","internal settlement department","external settlement department" and "integrated management science department",and the internal post of the settlement center is set according to its organizational structure We have formulated a financial system around centralized management.Finally,the paper puts forward some suggestions on the guarantee measures after the establishment of the settlement center of HCJ group,and points out that the group should establish the operation guarantee measures of the settlement center from three aspects of "strengthening cooperation","accelerating information construction" and "improving the quality of daily work".
