Research On The Management Policy Of Homestead In Gaocheng District From The Perspective Of Resource Utilization Efficiency

Since the reform and opening up,the rural land contract management system has been implemented,and with the deepening of China's socialist market economy and the rapid development of industrialization and urbanization,the household income of rural residents has increased.In this process,on the one hand,the increase of housing demand of rural residents,a large amount of farmland into homestead;On the other hand,the rural population is rapidly deagriculturalized,and the phenomenon of rural residents entering cities for work and moving their families to cities is increasing.Rural homestead(hereinafter referred to as "homestead")is facing a serious problem of idleness.Therefore,how to improve the utilization efficiency of rural homestead so that farmers can gain more benefits and the usufructuary right of homestead can be more fully utilized is a very important and urgent problem to be solved in the process of China's recent economic development.In view of the problems existing in the use of house sites,this paper takes Gaocheng district of Shijiazhuang city as the research area by adopting methods such as literature analysis,case analysis and field investigation.Firstly,it discusses the basic theory and related concepts of the homestead system in China,laying the foundation for further research.Secondly,combined with field investigation,the present situation of management of house site in Gaocheng district and the historical changes of house site in Gaocheng district were analyzed.Based on the investigation,the problems in the use of house sites in Gaocheng district were found:first,the phenomenon of "hollow village" was caused by a large number of idle house sites;Second,the phenomenon of "multi-habitat residents" is widespread.Thirdly,the management of the homestead area is disordered,the over-standard planning and the absence coexist;Four is the house site invisible transaction phenomenon repeatedly banned.Based on the above problems,the author analyzed several pilot areas and combined with the opinions of the CPC central committee and the state council on the implementation of the rural revitalization strategy in the no.1 central document of 2018,clearly proposed to explore the "separation of the ownership,qualification and use rights of homestead sites".Second,for the villagers to deal with the issuance of homestead right certification;Third,vigorously develop rural tourism;Fourth,the house site "three rights" to promote the diversification of rural economic development.
