Building and improving the modern innovation system is of great practical significance in promoting the in-depth integration of science and technology with the economy and accelerating the construction of the modern economic system.Therefore,this paper firstly constructs an evaluation system that reflects the operation process and effects of the modern innovation system from a vertical perspective,and makes a comprehensive evaluation by using TOPSIS,and reveals the development gap and the main problems through the Natural Breaks.Combined with geographical location data,spatial autocorrelation analysis is applied to deeply explore the spatial correlation relationship of the development of modern innovation system among provinces.It is found that there is a big gap among provinces in China because of the unsmooth operation of the modern innovation system.There is no high-value or low-value aggregation model in the global space,but it is randomly distributed in high and low staggered.And in terms of local space,Zhejiang and Shanghai form high-high value clusters with surrounding areas;Gansu forms low-low value clusters with surrounding areas;Sichuan forms high-low value clusters with surrounding areas;and Anhui and Jiangxi form low-high value clusters with surrounding areas.The poor operation of the modern innovation system has led to the rapid transformation of regional scientific and technological achievements into real productivity,which has widened the gap in innovation between regions.Secondly,on the basis of the new five development concepts,we will break the original five dimensions and build an economy from the seven characteristics of stability,coordination,openness,sharing,greenness,efficiency and integration of high-quality economic development.According to the index system,the comprehensive value of economic high-quality development in the provinces is measured,and the spatial distribution characteristics are analyzed by ESDA.The overall spatial analysis found that the high-quality development of Chinese economy is highly polarized,and the overall downward trend from east to west and from south to north;Through local hotspot analysis,it is found that there are hot spots in the middle and lower reaches of the Yangtze River Economic Belt,and there are cold spots in the inland northwestern region.There is a big gap in the high-qualityeconomic development between provinces.Thirdly,this paper combines modern innovation system with high-quality economic development to explore the driving force of modern innovation system for high-quality economic development.Using Boston matrix analysis,we classify 30 provinces in China from two dimensions: modern innovation system and high-quality economic development.It was found that the provinces with both dimensions exceeding the average level were mainly distributed along the eastern coast,while the provinces below the average level were mainly distributed in the western and northern regions.At the same time,through the quantile regression model,the impact of modern innovation system and various operational links on the high-quality development of the economy is studied.The results show that the provinces with high-quality economic development at the upper-middle level are greatly affected by the various stages of the modern innovation system;the application of innovation results has the greatest impact on the province with higher economic quality and higher development level.Finally,according to the imbalance of the modern innovation system and the high-quality development of the economy,and the impact of the modern innovation system on the high-quality development of the economy,put forward specific recommendations to provinces and autonomous regions.
