Since more than 40 years of the reform and opening up,China's support for “agriculture,rural areas and farmers”has been increasing,the level of agricultural material technology and equipment has been significantly improved,and important progress has been made in the modernization of agriculture and rural areas.Therefore,the foundation for ensuring the smooth integration of primary,secondary and tertiary industries is stronger.For the first time in 2020,the first document of the Central Government put the “developing a wealthy rural industry” in a separate chapter and expounded it from the perspective of industrial integration and made specific arrangements.Therefore,the integration of the three industries is the objective reality of the central government's new normal of economic development.It is also a major theoretical innovation that accelerates the transformation of economic growth and implements the supply-side reform of agriculture.Shandong Province is a large traditional agricultural province.After years of reform and experience sumarization,great advances has been made in agricultural development,but there is a certain gap from a strong agricultural province.At present,China's agricultural modernization has entered a new stage of development,and various problems such as limited income increase for farmers have been emerging.This paper focuses on evaluating the quality of the development of the integration of the three industries in Shandong Province,in order to reflect the overall layout of the “five-in-one” of rural revitalization.This paper also takes into account the availability and operability of the evaluation indicators,and designs an evaluation system for the integration of the three industries in rural areas.Based on the evaluation system,the level of integration is obtained,that is,the integration effect.And the development space for the integration of the three industries is expanded so as to achieve the purpose of increasing farmers' income,boosting agricultural production and rural revitalization.Firstly,this paper sorts out the concepts related to the integration of rural primary,secondary and tertiary industries at home and abroad,and deeply analyzes that integrated development can not only promote rural development,but also increase farmers' income,which is conducive to the formation of agricultural industrial chains and new formats,increase agricultural added value,and improve agricultural economy status,and actively promote the research significance of the integration of urban and rural development.Secondly,this paper explores the theory of smile curve,agricultural multifunctional theory,industrial structure theory,regional economic gradient development theory and other theories that can be used for reference in the fields of economics and regional science.It also combines qualitative and quantitative research methods,especially uses the smile curve theory to draw a smile curve of the agricultural industry,and analyzes the impact of industrial integration on farmers' income increase.It further defines the connotation of rural primary,secondary and tertiary industries integration,and also analyzes in detail the impact mechanism of the integration of rural primary,secondary and tertiary industries to increase farmers' income from three aspects: industrial chain,agricultural multifunctionality,and benefit distribution mechanism.Thirdly,it evaluates the development level of the integration of the three industries in Shandong Province,selects and constructs a comprehensive index system for the integration of the three industries,and measures the integration level using the entropy method,which shows that there are significant differences in regional integration levels.On this basis,the evaluation and analysis are made in combination with the current situation of the integration of rural primary,secondary,and tertiary industries in Shandong Province.Besides,the panel data from 2007 to 2016 are used to establish a multiple regression model.Through the construction of a fixed effect model,an empirical analysis of the relationship between the level of integration of three industries and farmers' net income shows that: with the continuous improvement of the level of integration of three industries,the per capita net income of farmers in Shandong has shown different increases.The level of rural industrial integration has significantly promoted the increase of farmers' income,and there is a positive correlation between them.In addition,there are differences in the level of integration of rural primary,secondary,and tertiary industries in various regions,which have different effects on farmers' income.Finally,combined with the analysis results,this paper suggests that we should improve the level of rural industrial integration,increase government support,improve interest linkage and distribution mechanisms,and develop new types of business entities to effectively promote the increase of farmers' income.
