| The "14th Five-Year Plan" and the 2035 long-term goal document call for further promoting the integrated development of the primary,secondary and tertiary industries in rural areas.The integration of the primary,secondary and tertiary industries in rural areas can enrich the rural economy,expand the space for farmers to increase their income,and achieve industrial prosperity.However,due to the loss of resources caused by the siphon effect at the current stage,the overall development of rural areas has problems such as insufficient power,rising production costs,declining ecological environment quality,and residents’ consumption transformation.Therefore,it is urgent to promote the primary industry to continue the secondary industry and the third Infiltration and integration between industries,creating an economic growth model of new industries,new formats,and new models,accelerating industrial transformation,and forming a new pattern of rural revitalization and development.Shandong Province is in a critical period of transformation from a large agricultural province to a strong agricultural province.In 2021,the output value of agriculture,forestry,animal husbandry and fishery will be 1,146.80 billion yuan,an increase of 8.6% year-on-year,and the total grain output will be 110.01 billion catties,an increase of 1.08 billion catties year-on-year.It has exceeded 1,000 for 8 consecutive years.billion kilograms.However,with the development of modern agriculture entering a new situation,it is currently faced with the problem of how to accelerate the mutual penetration between industries according to the regional resource endowment,so as to realize the deep integration of industries.Therefore,based on the progress of the integration of primary,secondary and tertiary industries in rural Shandong Province,this paper explores the promotion strategy for promoting the integration of primary,secondary and tertiary industries in rural areas,aiming to improve the economic and social level.Based on the convergence theory,transaction cost theory,industrial cluster theory and agricultural multi-functionality theory as theoretical support,this paper constructs an evaluation index system based on the mode of rural primary,secondary and tertiary industry integration and the five main lines of integration utility.The evaluation is carried out,and then the relevant main influencing factors are empirically analyzed,and corresponding development strategies are proposed according to the above research.First,using the "Shandong Statistical Yearbook","Shandong Financial Yearbook" and the statistical yearbooks of prefecture-level cities,the 2009-2020 data of the selected indicators were sorted and calculated,and the entropy-TOPSIS method and the natural discontinuous point method were used to analyze the rural areas of Shandong Province.The level of integration of the primary,secondary and tertiary industries is evaluated and analyzed from the overall,individual and subsystem levels and their individual spatial characteristics;then,the unit root test and multicollinearity test are performed on the variables to ensure the stability and robustness of the empirical analysis.At the same time,according to the results of the Hausman test,it is determined to use the fixed effect model(FE)to carry out regression analysis on the main influencing factors of the integration of primary,secondary and tertiary industries in rural Shandong Province.The results show that agricultural contribution rate,rural water conservancy facilities,agricultural scientific research investment and fixed asset investment have a significant impact on the integration of primary,secondary and tertiary industries in Shandong Province.The investment in scientific research and the investment in supporting agriculture is to put forward practical and feasible integration development strategies in terms of supporting the optimization of the external environment for industrial integration,thereby optimizing the industrial structure,and promoting the penetration of the industry. |
