Research On The Outflow Of Rural Labor In Hubei Province Under The Background Of Rural Revitalization Strategy

The implementation of the strategy of rural revitalization is an important strategic deployment made by the 19 th National Congress of the CPC,and is the general grasp of the work of “Agriculture,Countryside and Farmers” in the new era.The ultimate goal and task of the rural revitalization strategy is to realize strong agriculture,beautiful countryside and the rich peasants by 2050,and the current rural development has become the short board of Hubei Province's development.The proposal of rural revitalization strategy indicates that Hubei Province must have a new breakthrough in farmers' income,agricultural production and rural construction.The outflow of labor force is the inevitable result of social and economic development.As a major outflow of labor force from Hubei Province,the outflow of a large number of rural labor force has a far-reaching impact on rural development.From the angle of economics,using the research method of combining theory with demonstration,this paper takes the outflow of rural labor force in Hubei Province as a cut-in angle,discusses the problems brought by the outflow of rural labor force in Hubei Province under the background of rural revitalization strategy.It is of great practical significance to put forward corresponding suggestions for rural revitalization in Hubei Province.First of all,this paper summarizes the research background,significance and current situation of domestic and foreign scholars,and summarizes the concept and theoretical basis of rural labor force,rural labor force outflow and rural revitalization strategy.Secondly,on the one hand,it introduces the scale of population flow in Hubei Province,and analyzes the current situation of rural labor flow out of Hubei Province,on the other hand,it analyzes the current situation of rural development in Hubei Province.Then,it links the outflow of rural labor force with the rural revitalization,and quantifies the rural revitalization into two dimensions of farmers' income and agricultural production,and makes an analysis of the impact of the outflow of rural labor force on farmers' income and agricultural production in Hubei Province.And find out the problems that the outflow of rural labor force brings to the rural development.Finally,according to the problem proposed the governance proposal: First,raises the income of the left-behind farmers,reduces the urban-rural Income Gap;Second,guides the rural labor force outflow,improves the farmer to start an undertaking environment;third,increases the agricultural capital investment,speeds up the agricultural modernization step.In the case of constant outflow of rural labor force,through the above governance proposals to promote rural revitalization,so as to achieve the joint healthy development of towns and villages in Hubei Province.
