Research On The Realization Mechanism,development Level And Path Selection Of Rural Revitalization

In his report to the 19 th national congress of the communist party of China(CPC)on October 18,2017,comrade Xi Jinping proposed the strategy of rural revitalization.As the focus of the work of "agriculture,rural areas and farmers" in the new era,rural revitalization has been elevated to a strategic height,which reflects the importance attached by the CPC central committee to the work of "agriculture,rural areas and farmers" and the importance and urgency of rural revitalization.For a long time,China has adopted a series of supporting the development of the "three rural" rural subsidy and reforms,has made remarkable achievements,in the new era,rural development is facing a more difficult situation,the rural ageing,hollowing out problem increasingly significant,the gap between rural and urban expansion led to less attractive to talents,growth of human capital and labor force in the countryside,and low level of education of extensive development pattern caused great damage to the environment,the problem of rural governance system is not sound,so the central in the big country revitalization strategy,a strategy that absorbs the excellent connotation of "three rural" policy,and ascend to a higher level.It is necessary to study the realization mechanism,development level and path selection of rural revitalization.Research on rural revitalization in a large number of published in recent years,scholars research approach mainly rural to analyzing path and policy Suggestions on promoting independence,but China's "three rural" policy continuity and era,rural development and urban and rural relationship reflects the characteristics of times,the country revitalization of the separate analysis is difficult to grasp the global characteristics and the key to the problem,this paper provides a train of thought for studying the historical dimension,for one,will be the country revitalization strategy associated with historical evolution and agricultural policy in rural China,from the perspective of the Chinese urban and rural relationship,From history to explain the decline of rural cause and effect,and analyze the present condition of development and the revitalization of village,on this basis,the country revitalization of the implementation of the mechanism,second,the country revitalization of the index,in 2011-2017 on the time dimension,and at the national,regional and provincial three levels: therevitalization of the overall situation in the country is divided into five dimensions of index of comparative analysis,summed up China's achievements and problems of rural revitalization of this period,to extract from advancing rural revitalization of the path,provide policy recommendations finally,determine the key point of rural revitalization of the work.According to the above ideas,this paper is mainly divided into the following seven parts: introduction,relevant concepts and theories of rural revitalization,historical evolution and current situation of rural development in China,implementation mechanism of rural revitalization,empirical analysis of the development level of rural revitalization,path selection for promoting rural revitalization,and policy Suggestions for rural revitalization.This study provides the following points of view: in terms of the realization mechanism of rural revitalization,the rural-oriented development policy and the rural-urban integration and coordinated development system should be adopted to gradually narrow the urban-rural gap,break down the barriers of urban and rural elements,and promote the comprehensive and efficient flow of urban and rural elements.In terms of the path selection of rural revitalization,we should promote the five revitalization paths of industry,ecology,culture,governance and people's livelihood to comprehensively and efficiently realize rural revitalization.
