Countermeasures To Improve The Management System Of Jinzhou Economic And Technological Development Zone

After more than 30 years of development,the national economic and Technological Development Zone has become an important carrier for the development of high and new technology industries in various regions and the positive development of the economy.However,under the new situation,most of the existing management system of the economic and technological development zones can no longer meet their own development needs.It is urgent for us to get the driving force of transformation and upgrading through the improvement and adjustment of management system.Based on literature review,a large number of literature and periodicals are consulted,and the existing research results are deeply analyzed,and the management system of the existing economic and technological development zones in China is classified.The government oriented management system of Jinzhou economic and Technological Development Zone as the research object,through the method of on-the-spot investigation,the evolution process and present situation of the management system,finds out the mechanism between the setting mechanism existing in the management system of the CMC in redundancy,park and cross departmental functions,human resources management is not perfect service,enterprise system is not complete;that the cause of the problem lies in the management system of Jinzhou economic and Technological Development Zone gradually to the traditional administrative system regression,park management department functions of positioning errors,human resource management is at a low level of consciousness and consolidate the relationship between government and business is not strong;finally puts forward the countermeasures and suggestions for solving the management system the problem.This paper argues that the economic and Technological Development Zone government oriented management system in market conditions,there will be more or less the problem of management system,in order to adapt to the environment,the management system should be adjusted into the enterprise management system for mixed mode,social management and economic development function,market operation,completely stripped completely mature,on the change mode of operation type complete management system of the company.At the same time,a number of measures should be taken to solve the problem of management system.In Jinzhou economic and Technological Development Zone as an example,based on mixed management mode of government established"CMC+area+company",the implementation of large department system reform,scientific delineation of functional departments of the CMC,improve work efficiency;to clear function positioning department,area and company,the division of economic development function and the social management function,double track operation;to improve the level of human resources management,give full play to the efficiency,optimize the development of soft environment;to establish a new relationship between government and business,to further promote the reform of examination and approval system,improve the service level.
