With the rapid development of China,there are more economic development zone(EDZ)contributing to the construction of regional economy and improvement of comprehensive strength of China.X EDZ is a provincial Technological Development Zone in Shaanxi,will play a vital role in the provincial or even state economy.The bright prospects of EDZ benefit from the talent whose training and protection is influenced by the implementation of Salary-incentive Mechanism.Nevertheless,there still have been many problems in salary incentive and Mechanism construction of X EDZ,for instance inefficiency in the work,brain drain,obvious conflicts among different administrative levels,to be bound to influence the work efficiency and development of the EDZ.Taking X EDZ as an example,this paper will put forward certain corrective actions for the Salary-incentive Mechanism of through deeply analyzing the problems of the existing Salary-incentive Mechanism and innovating the payment mechanism.The article is divided into the following six parts:The first part is an introduction,which will mainly elaborates the purpose and meaning of the theme,research status,research methods,proposals and innovations.The second part is about the related concepts and theories,to illustrate concepts of EDZ,salary and its administration,incentive Mechanism and so on,as well as basic theories of Hierarchy of Needs,Expectancy and Equity.The third part is the general situation of X EDZ and features of salary administration.The fourth part is an analysis on the problems and causes of Salary-incentive Mechanism of X EDZ.The specific problems include the inconsistency between performance pay and actual work,the small wage gap between professional and technical personnel,while the causes are an ineffective implementation of performance appraisal,small-channel promotion and a worse talent-training system.The fifth part is proposals for improvement Salary-incentive Mechanism of X EDZ.In view of the causes above,the paper suggests establishing a suitable salary administration system,implementing the vital talents pattern,building the scientific system for talent's development,and other eight measures.The sixth part is the conclusion and prospect.The conclusion of this paper is summarized.at the same time,the reference value of the research results in other EDZ management Committee salary incentive mechanism construction is prospected.
