Researsh On The Status Of Social Security For The Land-Loss Peasants

In recent years, with the rapid development of urbanization, a lot of land has been expropriated and thus the number of land-loss peasants sharply increases. After peasants loss their land, they have to face the problem of survival and employment. Therefore, to solve the problems of land-loss peasants,the research on social security of land-loss peasants has been developing. Thus it is urgent and important to study on the social security of land-loss peasants from the perspective of reality and theory.In this thesis, we take Gaozi Village for example to analyze the current problems that exist in the social security of land-loss peasants and the reasons of these problems. Finally, some policy proposals are presented. The thesis is divided into five parts. The first chapter concerns on the research background, purpose and significance, including the research methods and contents, the innovation and shortcomings in this paper. The second chapter makes a brief summary of the related literature on social security of land-loss peasants. The third chapter analyzes the survey results of the Gaozi village about the survival condition of the land-loss peasants, including the basic condition, the social security and the satisfaction and participation condition of the social security. In the fourth chapter, combined with social security system for land-losspeasants in Gaozi Village, we analyzes the social security problems of the land-loss peasants from the three aspects of the expropriation compensation, the job security and the social security, and also analyze the causes of the problem. The fifth chapter proposes the corresponding policy proposals to solve the social security problems of the land-loss peasants.The survey results show that the employment situation of land-losspeasants in Gaozi village is not optimistic. Moreover, the lack of awareness of the social security results in the very low participation of the social security. To solve the problem of landless peasants in living and working, Zhenjiang government has enacteda series policies including the land acquisition compensation, job placement and social security system. However, from the overall view, there are still many social securityproblemsof land-loss peasants. It mainly includes the lack of land acquisition compensation, employment difficulty and the imperfect of the social security system. Theseproblems are closely related to imperfectnational land management system, urban-rural dual economic structure and the social security system. In order to protect the life of the land-loss peasants, we must pay attention to the land system, employment and social security system. Firstly, strengthen the reform of the land expropriation system, improve the land acquisition compensation approach and adjust compensation standard. Secondly, solve the employment problem of landless peasants, including open up a wide range of job placement channels, strengthen employment guidance and training to transform the concept of employment of landless farmers, moreover, encourage landless peasants entrepreneurship in capital, technology and other aspects of the policy. Finally, establish a suitable social security system of land-loss peasants, which include improve participationof land-loss peasants in the social security; improve the social security programs and establish a diversified social security system; perfect land-loss peasants social security funds, strengthen financial management and so on.
