In the 21st century,the background of economic globalization is affecting the development and progress of enterprises in all walks of life in our country,"strengthening management and improving efficiency" is the fundamental task of modern global enterprise management.An efficient and perfect performance management system can reduce human cost,give full play to the potential of employees,and improve the efficiency of the company.Therefore,it is very important for enterprises to design efficient and perfect performance management system according to their own needs.This paper takes Inner Mongolia electric power company as the research objec,conducts an in-depth investigation and research on its current performance management,analyzes its characteristics and shortcomings,and designs the company's performance management system based on the balanced scorecard.Based on a large number of domestic and foreign literature on performance management,this paper discusses the theory of balanced scorecard and several common methods of performance evaluation in detail,which lays a theoretical foundation for the following paper.Then,it analyzes the problems existing in the current performance evaluation system implemented by Inner Mongolia electric power company,and designs a new performance model of "100+N" by combining the balanced scorecard with the key performance indicator method according to the actual situation of the company.Concrete implementation using map strategy in the process of strategic target can decompose step by step to the concrete in the process of production and operation activities,and according to the enterprise characteristics for the four aspects of the balanced scorecard selects the corresponding evaluation indexes,through the expert scoring method is combined with analytic hierarchy process for these indicators weight,will acquire normalization processing,and combined with bonus points,"N",get the final comprehensive performance scores;Finally,the application results of performance evaluation are analyzed,and the imperfect parts are targeted to set up safeguard measures to ensure that the new performance management system can play the maximum role in the future production and operation process.This paper combines theory with practice to analyze and solve the practical problems existing in performance management of Inner Mongolia electric power enterprises,and proposes solutions and safeguard measures.It is hoped that the research of this paper can provide some reference for performance management of related service-oriented enterprises.
