VFM Research Of Modern Agricultural Science And Technology Innovation Demonstration Park Project In PPP Mode

PPP(Public-Private-Partnership)refers to a partnership between government and social capital to provide some kind of public goods and services based on concession agreements.Value for Money(VFM)evaluation is an evaluation method to determine whether the project adopts the PPP model instead of the traditional government investment method to provide public services.The agricultural science creation demonstration garden is a modern industrial park established by the government with the function of scientific and technological innovation,demonstration and popularization in order to rationally allocate agricultural science and technology resources,realize the close cooperation between agriculture,education,industry,university and research,and give play to the main role of market economy of enterprises.In order to promote the adjustment of regional agricultural structure and the upgrading of industry,the project of agricultural science innovation demonstration garden aims to build the carrier of agricultural science creation and provide science creation service,which has the attribute of public product.Based on the research and analysis of the value-for-money evaluation of the project,the model and index system of the project value-for-value evaluation are constructed and analyzed according to the evaluation results.First of all,this paper analyzes the research background and theoretical basis of PPP model and value for money evaluation,compares the difference of value for money evaluation system between our country and other countries,and demonstrates the feasibility of using PPP model operation for agricultural science innovation demonstration garden project.Secondly,the value-for-money evaluation system of agricultural science innovation demonstration garden project is established,including qualitative evaluation system and quantitative evaluation system,and the risk evaluation model under analytic hierarchy process is constructed to determine the index weight of each risk source,the allocation and quantification of the risk cost borne by the government and the social capital parties.Finally,this paper makes use of the established value for money evaluation system to qualitatively evaluate and quantitatively evaluate the project of XXX modern agricultural science innovation demonstration garden,and proves whether the PPP model can increase supply,optimize risk allocation,improve operational efficiency,promote innovation and fair competition,and judge whether the PPP model can reduce the whole life cycle government expenditure.Comprehensive qualitative evaluation and quantitative evaluation results,the project value for money evaluation "through ",suitable to use the PPP model to implement;through sensitivity analysis to determine the gap subsidy,discount rate is the most sensitive to the change of the project value for money quantitative evaluation results.
