Investment,export and consumption are generally considered to be the three main driving forces of regional economic growth.With the transformation of China's economic growth model and the frequent turbulence in the economic environment of the international community,investment and exports are becoming less of a driving force in our country,but consumption is increasingly becoming the backbone of our national economic development.In recent years,raising the consumption potential of our people to further expand domestic demand as a means of driving China's rapid economic growth has been mentioned several times at the central-level meetings,in particular,the recent focus on the "Belt and Road" strategy,more of our country's consumption of rapid,high-quality development has brought important opportunities.Heilongjiang is located in the northeast of China,the area is large,Heilongjiang in recent years to the obvious progress made by implementing in recent years to revitalize the old industrial base of Heilongjiang,but for a variety of reasons,the other development of China's more outstanding areas in the economy than Heilongjiang.There is still a long way to go to fully achieve the goal of revitalizing the Northeast.Quality consumption is a gas station on the road of rapid economic development,but the per capita total retail sales of consumer goods in Heilongjiang's counties and cities have long been low and uneven,and the gap between counties has been widening.Although the difference of proper consumption level between counties is beneficial to the rational distribution of different economic factors,if this gap is kept widening,it will not only discourage the consumption enthusiasm of the residents in the relatively backward counties,but also destroy the reasonable and more efficient circulation of economic factors in each region,and eventually lead to bad consequences.Because of the natural and historical reasons,the economic development level in China is not balanced between regions and within regions,and there is a big gap between the economic and technological development level in the east and the middle and west of China,especially in the poor areas.It is of great importance to help poor areas and poor households to make a fortune and to accelerate the living standards of the people in poor areas by means of active assistance,which will help us to strengthen the harmonious development of society,ethnic solidarity and mutual assistance,make the people's families happy,speed up theconstruction of socialism,carry forward the revolutionary tradition and consolidate national defense.In the research of consumption level,the researchers of consumption function have put forward the theory of absolute income hypothesis,relative income hypothesis,persistent income hypothesis and random walk hypothesis,and have made a lot of achievements in the area of consumption level.A variety of case studies are provided at the county level to differentiate and classify the units.In order to the unity of the county-level units,the common county-level administrative units and the county-level cities are unified as the county-level regions.In the main text,take Heilongjiang.The 2017 regionalization of Heilongjiang,which covers 42 counties,20county-level cities and one autonomous county,totals 63 research units.By 2017,Heilongjiang had 15 poor counties.By 2020,all the poverty-stricken counties in Heilongjiang will be lifted out of poverty,but the poverty-stricken counties still need to be consolidated.To get a more accurate picture of the disparity in consumption across Heilongjiang counties.In this paper,we use the traditional table,interpolation method,Arcgis and Geoda model to study the spatial and temporal variation of consumption level of county-level units in Heilongjiang.The method is based on the Excel data.The results show that from the time dimension:(1)the consumption level of Heilongjiang County region as a whole,there is an increase momentum.(2)Heilongjiang County level.The gap of consumption level between regions is relatively large.(3)the gap between the consumption levels of counties in Heilongjiang has continued to widen.From the spatial dimension:(1)the spatial pattern of consumption level of county level in Heilongjiang is relatively small,showing a stable state.(2)H-H was mainly distributed in the southeast and northwest,mainly in Razdolnaya River,Mohe City,Shangzhi and Tahe County;(3)H-L was less distributed in the southwest,mainly in Suihua and Zhaodong;(4)L-L was less distributed in Keshan County.In order to study the county level of consumption in Heilongjiang objectively and fairly,ten factors are selected as the influencing factors: the output value of primary industry,the output value of secondary sector of the economy,the output value of tertiary sector of the economy,the disposable income per capita of permanent residents in cities and towns,the disposable income per capita of permanent residents in rural areas,the mileage of roads and lines,the expenditure of public finance,the per capita regional output value,the savings balance of residents,and the population density.The Regression Coefficient iscalculated by the reasonable use of geographical weighted regression,which reflects the correlation among the factors.For the consumption level of Heilongjiang County,the following suggestions are put forward:(1)to raise the income level of residents;(2)to optimize the industrial structure;(3)to guide residents to change their consumption concept;(4)to strengthen social security;(5)to cultivate new consumption hot spots;(6)to reform the assessment mechanism of poverty-stricken counties and formulate appropriate strategies in line with local conditions.
