A Study On The Implementation Of The Rural Homestead Right Confirmation And Registration Policy In Shishi City

In order to realize the rural land entering the market,we must first do a good job in the registration of rural homestead right,and clarify the property right of homestead,in order to effectively protect the legitimate rights of farmers and standardize the rural land management.Taking Shishi City as an example,this paper uses Smith’s policy implementation model to study the implementation of rural homestead right confirmation and registration policy,objectively and comprehensively analyzes the problems existing in the implementation of homestead right confirmation and registration policy,finds out the reasons from the four dimensions of policy itself,implementation subject,target group and implementation environment,and puts forward countermeasures to improve the implementation of homestead right confirmation and registration policy.There are some problems in the process of rural homestead right confirmation and registration in Shishi City,such as the formalization of policy,the lack of feasibility,the unscientific setting of executive agencies,the lack of executive ability,the low level of awareness of the target groups,and the low level of trust in the government,which hinder the implementation of homestead right confirmation and registration policy.Shishi City should improve the efficiency of the policy implementation in terms of improving the scientificity and operability of the policy,optimizing the function setting of the executive organ,improving the executive ability of the main body of the policy implementation,improving the political participation and policy cognition ability of the target group,and arranging the use of the working funds scientifically,so as to accelerate the work of the registration of the rural homestead confirmation.I hope that this study can provide reference and help for other cities and regions in China,and provide theoretical guidance for the government to improve the rural homestead registration policy.
