Study On Optimization Of Management Countermeasures Of Idle Rural Housing Land In Bei’an City

In recent years,the development speed of new urbanization in our country is rapid,but with the advancement of urbanization and the rapid development of our economy,the contradictions on rural homestead land are highlighted accordingly.Namely,because of the growing gap between urban and rural areas,rural population migrates to the cities substantially,and rural land cannot be reasonably used,large areas of rural homestead land are unused and abandoned.In this regard,China has put forward the rural revitalization policies and specific contents successively since2017,with the main purpose of enabling rural development to keep pace with urban development.In this context,as a grass-roots government,after the 19 th CPC National Congress clearly put forward the implementation of the great strategy of rural revitalization,how to make rational use of idle residential land has important and far-reaching significance for the development of rural economy,driving the development of poverty alleviation industry,and revitalizing rural economy.According to the present,the progress of urbanization is prominent and the environment of serious loss of population is serious,especially the number of long-term residents in the rural areas in the north is decreasing gradually,which leads to the vacant and idle situation of rural homestead.So this thesis is based on the government’s behavior and focuses on the intensive use of rural homestead land.Through the government functional departments and conduct the corresponding norms,and then in theory and practice to explore how to effectively use the rural idle house land.This paper selects Bei ’an City,Heihe City,Heilongjiang Province,as the research object,and analyzes the basic situation,idle situation and recycling situation of the idle residential land in the city under the background of the grand strategy of rural revitalization,so as to analyze the current management status of the idle residential land in Bei ’an City.Then find out its current management of the building foundation idle situation.Using the fuzzy mathematical analysis method,this paper empiricizes the management behavior of idle house land of the basic government in Bei ’an city by adopting quantitative methods,and finally finds out the existing problems and causes of the management of idle house land in Bei ’an City.The main problems are as follows: first,the construction of residential land is chaotic;second,the management cost of idle residential land is high;third,farmers do not know enough about the management policies of idle residential land;fourth,there are few ways to revitalize idle residential land.The reason is that the early imperfect policies led to disorderly construction and indiscriminate construction,the grass-roots governments did not invest enough funds in the management of idle house land,the grass-roots governments did not publicize the policies transparently,and the idle house land reactivation mechanism was not perfect.As for the existing problems and causes of the management of idle house land in Bei ’an city,we have found relevant optimization countermeasures and suggestions: strengthening the planning and management of idle house land,expanding the diversified sources of special funds and integrating funds,and building a service-oriented government of idle house land management.According to this research,the following conclusions are drawn: First,after the establishment of the urban-rural dual system structure,the management and utilization of rural homestead changes,and the corresponding countermeasures are constantly adjusted to make it more in line with the current rural actual situation.Second,in the analysis of the causes of the problems of the management behavior of the rural idle house land of the basic government of Bei ’an City,the use of intuitive quantitative analysis,through modeling analysis,By quantitative evaluation,we can clearly see the problems in the management of idle house land in Bei ’an,such as the management plan of idle house land is not in place,the government’s policy implementation and publicity is not transparent,the special fund is insufficient,and the system of idle house land utilization is not perfect.Third,through the problems existing in the management of idle house land in the city,and the quantitative evaluation and analysis of the performance of the management behavior of idle house land in Beian grass-roots government,the framework of idle house land management optimization is constructed,the overall idea of optimization is determined,and the corresponding countermeasures and suggestions are put forward in accordance with the principle of linking theory with practice.Finally,the research results show that the management of idle house land should be improved from the aspects of improving the planning and management of idle house land,the integration of diversified funds,increasing the propaganda of policies and regulations,the establishment of idle house land active utilization mechanism and so on,and put forward corresponding suggestions for the management of idle house land in Bei ’an.
