| Rural homestead is an important guarantee of farmers’ land rights and interests,a concrete embodiment of farmers’ social welfare and social security,and plays a vital role in farmers’ daily life.The effective play of rural homestead needs to be based on the confirmation and registration of its use right,so the confirmation and registration of the use right is particularly important.Although the government has continued to promote the confirmation and registration of the right to use rural homestead for many years,for various reasons,there are still many problems in the process of the confirmation and registration of the right to use rural homestead,including the imperfect relevant laws and regulations,the private transfer of homestead,the prominent phenomenon of "one family with multiple houses",unclear ownership,excessive area,frequent violations and private demolition and construction,weak farmers’ awareness of the confirmation and registration of rights The quality of government registration staff is not high and the work pressure is high.The problems encountered in the implementation of the policy of confirming and registering the right to use rural homestead in different regions are different,and even the same problems have their own particularities.This requires all regions to solve the problems encountered in the implementation of the rural homestead use right confirmation and registration policy,so as to formulate targeted measures to effectively solve them.Based on Smith’s policy implementation theory,this paper uses the case study method,taking Tengqiao Town,Lucheng District,W City as the case point,to study the implementation of the rural homestead use right confirmation and registration policy.First of all,according to the environmental factors of policy implementation proposed by Smith’s policy implementation theory,this paper analyzes the policy changes of the confirmation and registration of the right to use the homestead in Tengqiao Town,Lucheng District,W City;Then,according to the policy target group factors,the interview method was used to conduct field interviews with rural residents.It was found that the awareness of rural residents’ ownership was weak,reflecting the lack of publicity and guidance in the implementation of this policy;Then,in order to further understand the implementation of Tengqiao Town’s policy on the confirmation and registration of the right to use the homestead,according to the factors of the policy implementing agency,we also used the interview method to conduct field interviews with the staff of relevant departments,and concluded that the problems mainly include frequent illegal land use,weak awareness and low enthusiasm of rural residents in the confirmation and registration of the right to use the homestead The executive department of the government’s right confirmation and registration is difficult to deal with the problem of the right confirmation and registration left over by history with complex situations.The main reasons for the analysis are that the specific implementation mechanism of the right confirmation and registration policy is not perfect,the publicity of the right confirmation and registration target group is not in place,the construction level of the right confirmation and registration policy implementation agency is not high,and the historical environment of the right confirmation and registration policy is complex.Based on this,this paper proposes solutions to the problems in the implementation of the right confirmation and registration policy for the homestead in Tengqiao Town,Lucheng District,W City.The first is to optimize the specific implementation mechanism of the right confirmation and registration policy,strengthen the right confirmation and registration awareness of the policy implementation target group,improve the construction level of the right confirmation and registration policy implementation agency,and solve the problems left over by the complex historical environment of the right confirmation and registration policy. |
