Study On The Evaluation Of The Implementation Effect Of The Service Voucher Policy For The SMEs

As the backbone of Chinese economic development,the small and medium-sized enterprises(SMEs)play an increasingly important role in the national economy and social development.In order to support the development of the SMEs,the government has issued a series of supporting policies,such as the SMEs service vouchers,and achieved good results.The service voucher policy of the SMEs focuses on solving the daily operation management,information technology and other problems of enterprises and meeting the needs of personnel training,financial and tax treatment.However,the implementation time of the policy is relatively short and the accumulated experience is insufficient.Therefore,it is particularly important to build the evaluation index system of the SMEs Service voucher policy and improve the problems in the implementation process.In 2017,the economic and Information Commission of Guangdong Province and the Department of finance of Guangdong Province decided to take Zhaoqing,Guangzhou and other four provincial small and micro entrepreneurship cities as the pilot cities of the first batch of small and micro enterprise service coupons.Therefore,this paper chooses Zhaoqing SMEs service voucher as the research object,which has research value.This research adopts the method of the literature reading method,analyzes the domestic SMEs service voucher policy implementation status and the domestic and foreign government support enterprise development policy research.Based on the new public service theory,system theory and public policy process theory,this paper expounds the necessity of constructing the service voucher policy evaluation index model of the SMEs,and clarifies the four basic principles of evaluation.Through the questionnaire survey and field visit to Zhaoqing local enterprises,service institutions,relevant executive departments of the government to collect data and information,combined with the implementation status of Zhaoqing the SMEs service voucher,the preliminary establishment of policy evaluation index system,and the selection of evaluation indicators by Delphi method.Through the factor analysis method in the quantitative analysis method,the final evaluation index is selected,and each evaluation index is weighted by the entropy method.Finally,the policy evaluation index system of 5 first level indexes,9 second level indexes and 16 third level indexes is constructed.The membership degree is calculated by linear interpolation method,and the scores of each index are obtained from the membership degree to analyze the evaluation results.Finally,combined with the analysis of the evaluation results and the implementation of the service voucher policy of the SMEs in Zhaoqing City,the corresponding policy suggestions are put forward,hoping topromote the service voucher of the SMEs in Zhaoqing City to bring greater benefits to local enterprises.
