Analysis Of The Factors Affecting The Construction Of Beijing's "Advanced-Precise-Top"Industrial Structure

Building a "advanced-precise-top" industrial structure is a key measure for the Beijing Municipal Government to respond to the national strategy,promote the "cage replacement for birds",resolve urban problems,promote the coordinated development of Beijing,Tianjin,and Hebei,and realize the conversion of new and old power.The construction process of the "advanced-precise-top" industrial structure is actually a process that drives the development of the "advanced-precise-top" industry with innovation and increases the share of the "advanced-precise-top" industry in the overall economy of Beijing to achieve intensive economic development,intelligence,and environmental protection.How to effectively promote the "advanced-precise-top" industry and enhance the level of independent innovation is the crucial to the construction of the "advanced-precise-top" industry structure in Beijing.This paper analyzes the construction of Beijing's "advanced-precise-top" industrial structure mainly from four aspects: scientific and technological innovation,talents,industrial policy and finance.A panel threshold model was used to analyze the impact of R&D investment,labor costs,financial subsidies,and external financing on the “advanced-precise-top” industrial structure;a system dynamic model was established to simulate the process that financial subsidies,talent attraction,tax incentives and land policies affecting the construction of "advanced-precise-top" industrial structure.Empirical research based on the panel threshold model shows that the effect of R&D investment on the "advanced-precise-top" industrial structure is affected by the basis of innovation,labor costs,financial subsidies,financing scale and financing structure.R&D investment promotes the construction of the "advanced-precise-top" industrial structure.But with the increase of the "advanced-precise-top" industrial innovation foundation,labor costs and financial subsidies,its impact on the "advanced-precise-top" industrial structure shows inverted U-shaped characteristics;With the increase in financing scale,the role of R&D investment in promoting the "advanced-precise-top" industrial structure gradually decreases;When the proportion of equity financing in the financing structure increases,the impact of R&D investment on the "advanced-precise-top" industrial structure decreases gradually,but it still has a promoting effect.Policy simulations based on system dynamics models show that fiscal subsidies,appropriate tax incentives,talent attraction,and land policies all contribute to the improvement of the level of the "advanced-precise-top" industrial structure.While maintaining the current level of support for "advanced-precise-top" industrial policies,it is estimated that in 2030,the proportion of Beijing's "advanced-precise-top" industries in the social economy will reach 0.42.Based on the research conclusions,this article puts forward policy recommendations for Beijing in various aspects such as innovative foundation,social financing,education,and industrial policy.
