With the rapid economic growth,the scale of construction land is constantly expanding,prompting a large amount of arable land to be non-agricultural.In order to ensure food security,China has adopted a strict farmland protection policy to control the non-agriculturalization of cultivated land,prompting the contradiction between supply and demand of land.As land resources become more and more tense,the land resources appear to restrict the economic growth.Under the background of accelerating urbanization and the increasingly pressing mechanism of restricting land elements,improving the efficiency of construction land use is the key to alleviating the contradiction between economic growth and supply and demand of land resources.The main function zone strategy proposed by the national "Eleventh Five-year Plan"provides a new idea for coordinating regional development and land utilization.The main functional area is divided into new spatial functions of land use according to the nature of resources,and the use of construction land only meets the control requirements of the functional area in which it is located,so that efficient use of the area for construction can be realized.Studying the regional differences of construction land use efficiency under the control of different functions will provide an empirical basis for optimizing the urban construction land use efficiency.The territorial orientation exerts significant influences on urban construction land-use efficiency.Based on the blueprint of major function-oriented zones,by utilizing the stochastic frontier production function which excluded the undesired output and spatial lag model,the paper analyzed urban construction land-use efficiency which indicated by land input-output technical efficiency of the major function-oriented zones in Fujian province during 2009-2015.The empirical results demonstrated that:first,there exists an obvious temporal variation and spatial differences in urban construction land-use efficiency among the 84 counties from 2009 to 2015.The index of urban construction land-use efficiency increased relatively during the period,the land-use efficiency indices in almost half of counties were below 0.8 in 2009 whereas the proportion cut down to 30 in 2015.The counties with high urban construction land-use efficiency are spatially distributed in the Quanzhou Plain and Minzhong mountain belt Furthermore,the paper showed that the territorial orientation of major function-oriented zones is consistent with the construction land-use level.The consistency was verified by the following facts:Cities in which located optimal development zones are most efficient in terms of construction land-use efficiency,while agricultural production zones are most inefficient ones.The urban construction land-use efficiency in agricultural production zones grows fastest while that in optimal development zones slowest.Second,owing to the different demands of each major function-oriented zone,the input-output ratio of production factors in major function-oriented zones of Fujian province possessed an obvious spatial distribution which emerged as peak and valley value pattern.The ratio of optimal development zone,key development zone,key ecological function zone,agricultural production zone decreased gradually in sequence.Third,the spillover effect of land-use efficiency is significantly positive,which is higher inoptimal development zone,key development zone than in agricultural production zone,key ecological function zone.The spatial spillovers might priginate from the demonstration effect of land-use efficiency through technology diffusion and industrial transfer.Fourth,the exist similaritiers and differences in determimants of urban land-use efficiency across cities and regions.What's more,the paper puts forward countermeasures and suggestions to optimize the urban construction land-use efficiency according to the the spatial difference of land use in different major function-oriented zones in Fujian province.
