On The Facilitation Of Customs In China's Bonded Area

In recent years, the economic and political situation around the world is not optimistic, but also makes our country, whether economic or political are in a less optimistic state. But the crisis is often pregnant with vitality, our government can firmly grasp this historical opportunity, make the greatest efforts to lifting our strength . In this situation triggered, China draws on the successful experience of developed countries and with all aspects of China's actual situation, agreed to set up a comprehensive bonded area in the whole country. The integrated bonded area can drive the development of the local economy to a great extent, especially in the interior areas of the Midwest. Therefore, the economic development can only be achieved by the local self. The establishment of a comprehensive bonded area, for China's economic growth is undoubtedly equal to rebirth. At present, there are 42 comprehensive bonded areas in China. Due to the different geographical and local government policies, the customs clearance of the comprehensive bonded areas is also different.This article will be China's comprehensive bonded area is divided into three parts,namely the eastern region of the comprehensive bonded area, the central comprehensive bonded area, the western integrated bonded area. The analysis of the distribution of the comprehensive bonded areas in the three economic zones, the status of imports and exports in 2016 and 2015, and the status of customs clearance-related indicators; and then analyze the problems existing in the customs clearance of China's comprehensive bonded areas The fourth part draws lessons from the comprehensive evaluation system of trade facilitation established by the previous scholars, and also builds the customs clearance level evaluation system, and carries on the customs clearance convenience level evaluation to some of the comprehensive bonded areas. The last part of the three aspects of the customs clearance for the improvement of the level of customs clearance of our personal recommendations,these recommendations are for China's overall comprehensive bonded area of the proposed, but also Respectively, for China's eastern, central and western three major economic zones of the comprehensive bonded area of the special circumstances put forward. The main innovation of this paper is the first study on the level of customs clearance in the area below the national level, and this paper is aimed at the research on the level of customs clearance and convenience in this emerging economic zone of China's comprehensive bonded area.
