| The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China adopted the decision of the Central Committee of the Communist Party of China on several major issues concerning upholding and improving the socialist system with Chinese characteristics,promoting the modernization of the national governance system and governance capacity,emphasizing that "we should promote the spirit of science and craftsmanship,improve the selection,cultivation,post docking and incentive mechanism of scientific and technological talents,and improve the scientific and technological management system and policy system in line with the laws of scientific research We should improve the evaluation system of science and technology,improve the management system of science and technology ethics,and further point out the target direction and key tasks of the construction of the management system of science and technology innovation.Talents,especially technological innovation talents,are important resources to promote the progress and rapid development of social civilization.Since 1978,China has implemented reform and opening up for more than 40 years.In these 40 years,technological innovation talents have made remarkable achievements.Behind these remarkable achievements is the continuous improvement and improvement of the security mechanism of technological innovation talents in China.Nowadays,building a well-off society in an all-round way,realizing the prosperity of the country and the people is one of the essential driving factors.Then we need a set of excellent talent guarantee to make an orderly and effective use of talent selection,cultivation,post docking,attraction,material guarantee and other mechanisms.This paper is divided into five parts,with the main line of the talent security mechanism of science and technological innovation in China,to discuss the talent security mechanism of science and technological innovation as objective and comprehensive as possible.The first part is the introduction,which systematically expounds the purpose,significance,research status at home and abroad,research methods and innovation points of the talent guarantee mechanism of science andtechnological innovation in China.The second part,scientifically define the connotation of technical innovation talents in China.Under the stable social conditions,technical innovation talents have certain good specialized knowledge,relatively excellent and higher skills,carry out creative labor,and make some contribution to the development of social practice and technological progress.This paper expounds the proposal and development of the talent guarantee mechanism of technological innovation.The third part discusses the construction of technical innovation talent guarantee mechanism in detail.Through the analysis of the achievements in the early stage of science and the technical innovation talent security mechanism in China,we can find out the existing problems and areas to be improved.The fourth part,learn from the developed countries Japan,South Korea,the United States in the technical innovation talent security mechanism of some practices,and then improve our technical innovation talent security mechanism.The fifth part,comprehensive analysis of China’s developed areas,technical innovation talent security mechanisms in the advantages and disadvantages,and then to enhance the less developed areas to prepare for technical innovation talent security,efficient and orderly improvement of China’s technical innovation talent security mechanisms.To explore the guarantee mechanism of science and technological innovation talents in China is related to the healthy and orderly development and expansion of technological innovation talents and the effectiveness of technological innovation.It not only considers the individual characteristics of technological innovation talents,but also creates a loose environment for them,and provides them with superior material and spiritual life guarantee. |
