The Influence Of Innovation Drive On The Entrepreneurial Effect Of Scientific And Technological Talents In Zhejiang Province

At the present stage,the direction of economic development is shifting from the stage of high-speed growth to the stage of high-quality development.The new economic guidance requires scientific and technological talents to play the role of "vanguard",while the essence of innovation-driven is talent-driven,and talents are the first resource of innovative development.Based on the innovation-driven development strategy proposed at the 18 th National Congress of the Communist Party of China,this paper discusses the impact of innovation-driven development on the entrepreneurial effect of scientific and technological talents in Zhejiang Province,so as to provide reference and reference for further improving the research on the impact of innovation and development on the entrepreneurial effect of scientific and technological talents.Zhejiang province as a fertile source of scientific and technological personnel entrepreneurial development,scientific and technological personnel,small and medium-sized enterprises and taking the lead in the number of scientific research achievements in the entire country,entrepreneurial innovation effect is remarkable,so this article 11 administrative region in zhejiang province as an example,from the concept of science and technology talents,the innovation drive related theory and the related content of startups effect evaluation,driven by innovation of science and technology talent the pioneering effect mechanism and effect evaluation theory as the basis,using panel data and fixed effects model analysis of regression analysis the influence factors of entrepreneurial effect of science and technology talents,build a business performance evaluation and innovation drive of the effect on the scientific and technological personnel entrepreneurial performance evaluation index system.The main contents are as follows: First,the concept of scientific and technological talents and innovation-driven is defined,and the evaluation theory of entrepreneurial effect and the mechanism of innovation-driven impact on entrepreneurial effect are summarized,which lays a theoretical foundation for the establishment of an evaluation system of innovation-driven impact on entrepreneurial effect of scientific and technological talents.Secondly,an innovation-driven measurement index and an index system for evaluating the entrepreneurial effect of scientific and technological talents are constructed.By referring to the existing literature research and combining the views of existing scholars,this paper determines the measure index of innovation-driven;According to the principles of scientificity,systematicness and operability,the comprehensive index evaluation system of innovation-driven scientific and technological talents entrepreneurial effect evaluation is constructed,and the theoretical model of the impact of innovation-driven innovation on scientific and technological talents entrepreneurial effect is set up through the integration of various variables.Finally,based on the entrepreneurial effect evaluation index system and the innovation-driven influence model,this paper empirically tests whether the impact of scientific and technological talent policies,industrial policies and systematic innovation policies on the entrepreneurial effect of scientific and technological talent is significant,and puts forward corresponding policy suggestions according to the regression results of the fixed effect model.
