Research On The Problems And Countermeasures In The Development Of Pengzhou Agricultural Association

Since the 19 th National Congress of the Communist Party of China,after the implementation of the strategy of poverty alleviation and rural rejuvenation,the economic growth,peasants' income,and high-quality agricultural development are becoming the evidences of agricultural and rural reform and development.In order to ensure the simultaneous and comprehensive construction of a well-off society in the rural areas with the urban areas and integrate smallholder production into the development track of modern agriculture,it is necessary for new agriculture management subject to play a leading role.Therefore,it could furtherly promote the increase of production and agricultural products efficiently,and also farmers' income.It also could promote the construction of socialized agricultural service system,and maintain the harmony and stability of rural society.The development of new agriculture management subject is a very important task.The research object of this article is the agricultural association,one of the main bodies of new agricultural management.With Pengzhou as the research area,this article,on the basis of collating many scholars' research,uses the literature research method,questionnaire survey method,and data analysis method to design a questionnaire and obtain research data.Within the methods above,it could appraise the actual development of the Pengzhou Agricultural Association,analyze the problems and causes,and propose relevant countermeasures and suggestions for the development barriers of the Pengzhou Agricultural Association.As a result,the conclusion of this study could help to strengthen the operating capacity of the Agricultural Association,optimize the new agricultural socialized service system of Pengzhou,and improve Economic benefits of farmers effectively.This study analyzes the basic conditions of the policies,development history,formation forms,and development status of the Nation,Sichuan Province,Chengdu city,and Pengzhou Agricultural Association.It summarizes the current Pengzhou Agricultural Association's practice in communicating and coordinating various parties,serving other subjects,promoting professional technology,and maintaining the practical results of industry self-discipline,etc...This study refers to the principles and frameworks of various evaluation models to design appraisal indicators and questionnaires based on the actual situation of Pengzhou City.It could conduct a brief appraisal of the performance of the Pengzhou Agricultural Association by collecting the data of the Agricultural Association's basic information,organization operation,service work,and external environment through questionnaires.Then this research analyzes the development problems from multiple aspects thoroughly,including policy environment,service capability,capital operation,talent construction,and core technology.The result of the study shows that the problems are mainly reflected in relatively weak safeguard supervision,difficult service functions,very limited operating funds,lack of core technical support,and scarce professional staffing.But the fundamental reasons which restrict the development of Pengzhou Agricultural Association are incomplete policy systems and service mechanisms,financing diversity,blocked technical communication and the difficult in introduction of talents.In order to promote the further development of the Pengzhou Agricultural Association,this study will formulate corresponding countermeasures,improve the guarantee of policies and regulations,actively strive for policy tilt,standardize the internal structure of the organization,strength the construction of the service system,broaden the source of funds and improve the financial management system.It also actively participates in new product experimenting,strengthening professional team building and establishing correct ideas.
