Research On Development Status And Countermeasures Of New Agricultural Management Subject In Qiyang County

Agriculture had been promoted with economy and technology development.Meanwhile,with the technology usage supply,the development rate of agriculture being faster and higher.Under the new circumstances,the CPC central committee,led by the communist party of China,attaches great importance to the development of modern agriculture.In May 2017,the general office of the CPC central committee and the general office of the state council issued the opinions on accelerating the establishment of a policy system to cultivate new agricultural business entities.Revitalize the countryside was a major policy arrangement made in the 19 th CPC national congress.Based on the household contract responsibility system,foster new types of agricultural operators such as family farms,large professional agricultural families,farmers' professional cooperatives,and agriculture-oriented enterprises has become a very urgent and important task for China's agricultural modernization construction by now.However,the agricultural management mode with the household contract responsibility system as the main part has been deeply rooted in people's hearts.Although agricultural benefits have been improved,they are still inadequate compared with other industries.The tradition of young and middle-aged migrant workers is still hard to change,which led agricultural practitioners become large average age,low level of education,low acceptance of new technologies and new methods,and a difficult change in the operation mode of agriculture.Moreover,the development of rural social service system lags behind,which brings more challenges to the government's corresponding policy promotion and technology popularization.Meanwhile,there are relatively few financing channels for agricultural development,which also puts forward higher requirements for the transformation of new rural operation entities.Qiyang,as a big agricultural county in Hunan province,not only has high output,rich variety and distinctive characteristics of agricultural products,but also has great potential for agricultural industry development.But,because of the system level and policy level and other related issues,the advantage of more land to fewer people planted is hard to fully emerge,the development of new management system is still in primary stage,which resulted insufficient in intensive,large-scale,organized,production maturity and hard to improve farmers' overall income levels,it leaded many problems and difficulties in agricultural modernization.Our study based on the actual agricultural development of Qiyang County,analyzed the development status of the new agricultural management and the problems and difficulties it faced.And put forward some countermeasures and suggestions to promote the development of new agricultural management subject in Qiyang County.
