As the world economy has become increasingly complex,the manufacturing enterprises are facing more and more severe competition.In this environment,shortening the product development cycle,reducing the management cost,giving full play to the efficiency of technical talents have become important means to improve the core competitiveness of enterprises.R&D staff is the core of human resources in manufacturing enterprises.How to attract and retain R&D talents is the important influencing factor of enterprise success.CITIC Dicastal is a production of auto parts of large state-owned enterprises,which has a pivotal position in the industry.In order to meet the demand of enterprises,scientific and effective performance appraisal of R&D personnel and how to fully mobilize the enthusiasm and creativity of those people is an essential part of enterprise human resources management process,which is also the research meaning of this article.This article is aiming at the performance appraisal scheme of CITIC Dicastal as the research object,combining the theory of performance appraisal to analyze the existing schemes and to find out existing problems and causes.On this basis,with the optimization and improvement,it addresses the new performance appraisal scheme and the safeguard measures.First of all,the thesis elaborated the background of this selected topic and the significance of this research.It also generalizes the domestic and foreign research present situation of performance appraisal and determined the main research contents and methods.Then it discusses the related basic theory of performance appraisal and the definition of performance appraisal,processes,and assessment tools in detail.Secondly,it deeply analysis the content of the work for research and development personnel and the current performance appraisal scheme.On the basis of the actual demand in enterprises,it finds the missing parts of the current performance appraisal schemes and formation reason of the problem.In addition,with combining the performance appraisal theory and the principle and characteristics of KPI assessment method,it optimizes the design of the existing performance evaluation scheme.Finally,from the enterprise macro perspective,it puts forward the assessment plan required for the smooth implementation of safeguard measures,so that the performance appraisal scheme can meet the demand of the company’s human resources management,incentive R&D staff to work hard and continuously improve the level of their own,finally realize the enterprise strategic objectives.This study improves the performance management of the research and development system in CITIC Dicastal by a more effective performance appraisal in the enterprise management.Through the interlinked system,it drives the overall improvement of the enterprise human resources management system.It not only provides a strong support to the development of CITIC Dicastal,it also provides experiences and reference for other state-owned manufacturing enterprise management.
