Solving the problems of peasants,rural areas and agriculture has always been one of the priorities of our party and the country.As a basic industry in China,agriculture has many obstacles in its development,and it is urgent to reform the rural financial system.In recent years,with the rapid development of China's economy,the rural surplus labor force has been increasing,and the demand for cheap labor in the city has also increased greatly.With the massive transfer of rural labor and the peasants entering the city to work,rural land resources are wasted.In 2013,the No.1 Document of the Central Government first proposed the concept of "family farm" ,which made land circulation become one of the main methods to solve the problem of land idleness.Agricultural development has become large-scale,industrialized and intensive.However,some large agricultural households have been restricted in agricultural production due to lack of funds,resulting in low land use efficiency.The way of mortgage loans for rural land contractual management rights can not only solve the financial problems of farmers,but also revitalize agricultural land resources,which is more conducive to adjusting the agricultural production structure.However,it is still in the exploration stage of rural land contractual management rights mortgage loans.Many problems have appeared in the pilot project of rural land contractual management rights mortgage loans,and many valuable experiences have also been obtained.This paper studies the topic of rural land contractual management mortgage loan model.Based on the theory of land property rights,credit theory,land rent theory and scale economy theory,this paper summarizes the existing rural land contractual management mortgage loan model and uses Yueyang County.In order to study the case,point out the plight of mortgage loans,learn from the advanced experience of foreign agricultural land mortgage loans,provide path design and path selection for the development of rural land contractual management rights mortgage loans,and provide reference for the formulation of agricultural policies.This paper mainly solves two problems: First,it finds out the existing problems on the basis of the research on the current rural land contractual management mortgage loan model,and secondly,how to choose the development path of the current ruralland contractual management right mortgage loan.Aiming at the first problem,this paper finds the problem on the basis of analyzing the advantages and disadvantages of each model by summarizing and introducing the current mortgage model of agricultural land contract management rights in China: due to the imperfect laws and regulations and the lack of rural social security mechanism,It is difficult to realize the mortgage right;due to the lack of formal land value assessment institutions,the value of collateral is difficult to determine;due to the existence of policy risk,operational risk and industrial risk,the loan risk is difficult to control;due to the misplaced government duties,the interests of the farmers cannot be Fully implemented.As far as the second question is concerned,this paper selects Yueyang County as the research object,and combines the characteristics of the three local models to propose a "six-in-one" model suitable for Yueyang County to carry out mortgage loans for rural land contractual management rights.Finally,the development path of the mortgage loan that meets the current land contractual management rights is designed,and the evolutionary logic of "pre-loan preparation-replenishment of funds-loan issuance-collateral disposal" is proposed.
