Since the 18 th century, the tremendous ability and process of technological system's continuous evolution and transformation of human society has been praised by the world. Why does technology continue to evolve, and how does it evolve? This paper explores the reasons, processes and possible results of the continuous evolution of modern scientific and technological systems, and finds that the reason for the continuous evolution of technological systems since the second Industrial Revolution lies in the continuous evolution of scientific principles as order parameters of the system. From the point of view of the synchronic structure of the technical system, the technical system is a self-organized dissipative structure far away from the equilibrium state composed of four subsystems, namely, the basic principle, the natural phenomenon, the demand and the purpose, and the design of the structure. The relationship between subsystems in the system is nonlinear and complex, which can be described by many complexity principles such as synergy, hypercycle and fractal geometry. In terms of the diachronic evolution of the technical system, the change process of the technical system is either stable and continuous,or abrupt and revolutionary. When one of the four subsystems as the order parameter can steadily control the historical smooth period of technological integrity, the evolution of technological system is continuous and stable. When the evolution of the technical system reaches critical values, such as the explosion in the number of available technical modules, which causes the order parameters of the technical system to mutate, from the technical design of the steam engine as a subsystem to the carnot cycle as a fundamental principle, the period of technological mutation and revolutionary development will come.In terms of the continuous evolution of technical systems, the reason for its evolution lies in the continuous evolution of basic principles as order parameters. This paper discusses the dynamic mechanism behind the evolution of energy technology in the three industrial revolutions since the 18 th century. From intuitionism, logism to formalism, the evolution of mathematics determines the evolution of the corresponding physics in three stages, namely, intuitionism, empiricism and rationalism. As the basic principle of the technical system, the evolution of physics also determines the continuous evolution of the technical system. Finally,a new philosophy of technology, namely the philosophy of complexity technology,is put forward. The philosophy of technology since the 18 th century selects one of the four subsystems of technology as the starting point, and forms four branches of philosophy of technology focusing on the object, will, knowledge and process of thesystem of technology. But the problem is that the existing technology philosophy lacks the integrity and overall integration of the synchronic structure of the technology system, the attention to the continuous evolution of the system, and the consideration of the continuous evolution of the system.Aiming at the above problems, the philosophy of complexity technology arises at the historic moment. It takes the complexity science as its subject background and the complexity relation between several incommensurable subsystems as its entry point to explore the non-linear relation and the mystery of continuous evolution inside the technical system. The logical deduction process and case study are given in the three aspects of the synchronic structure, diachronic evolution and continuous evolution of the technology system, which contributes a new way to the development of the technology philosophy in the 21 st century.
