| Since China’s accession to the WTO,despite its active integration into the world’s international division of labor,it still faces the double predicament of "low-end lock-in" and "squeeze-out" risks of global value chain division of labor,and urgently needs industrial transformation and upgrading.The proposal and implementation of the “Belt and Road” initiative have brought double opportunities for China to improve the division of labor in the global value chain and promote the development of the industrial economy.At the same time,it has important guiding significance for the development direction of China’s industrial transformation and upgrading.Industrial exchanges and cooperation are important guarantees for China’s economy to achieve high-quality development.Industry is an important pillar of China’s three major industries.However,China’s industrial export trade is still concentrated in labor-intensive and capital-intensive low value-added industries such as processing and assembly.How to seize the development opportunities of the “Belt and Road” initiative,It is imperative to raise the level of division of labor in China’s industrial global value chain and seek a specific direction for China’s industrial transformation and upgrading.First,the paper combs domestic and foreign literature and related concepts and theoretical methods,analyzes the development status of the industry and the sub-sectors in China and the countries along the “Belt and Road”,and finds that China’s industry has an unbalanced industrial import and export trade structure,and the per capita industry has increased.The value is low,the number of industrial employees is insufficient,the industrial production index is too high,the industrial capacity utilization rate is too low,and the direction of industrial transformation and upgrading is difficult to determine.Based on the "Belt and Road" and the international division of labor perspective,the choice of China’s industrial transformation and upgrading industry The mechanism was analyzed.Secondly,using the UN Comtrade database SITC(Rev3.0)three-digit code export data of 249 kinds of industrial products and the World Bank GDP per capita(2010 constant US dollar)data to calculate the overall and detailed industry of 90 countries including China The complexity of the export technology of different industries is measured by its global value chain division of labor status,and the industry’s global value chain division of labor within the “Belt and Road” scope is integrated with the market demand of the industries along the “Belt and Road” countries.The analysis selected the potential industries for China’s industrial development.Finally,the potential industries of China’s industrial development are compared with the actual conditions of industrial development in various regions and provinces of China,which are analyzed by using the deviation-share analysis method,and further selected the eastern China,central China,western China,The industry in Northeast China and its subdivided provinces are in urgent need of transformation and upgrading.Combined with the relevant policies and plans of the 31 provinces(autonomous regions/municipalities)in China on how to lay out the “Belt and Road”,they are targeted at various regions and regions of China.The development direction of the province’s industrial transformation and upgrading made some reference suggestions. |
