In 2018,No.1 central document pointed out that "Rural Revitalization and industrial prosperity are the key points".The prosperity of industry as the material basis for Rural Revitalization is not only the source of supporting rural revitalization,but also the tide of leading the Rural Revitalization.The prosperity of the industry is directly reflected in the construction and optimization of the industrial system such as the industrial structure and the degree of correlation.As the key to the construction of the "three systems",the modern agricultural industrial system plays a role of planning the overall situation and leading the implementation of the Rural Revitalization Strategy.As a major agricultural and grain Province in China,Jilin province's agricultural system needs a comprehensive and systematic quantitative description and measurement of the construction level of the modern agricultural industry system,so as to make a more scientific and reasonable layout plan of the modern agricultural industry for Jilin Province.Therefore,on the basis of overall monitoring of the construction level of modern agricultural industry system in Jilin Province,find out the unbalanced and insufficient differences in the development of modern agricultural industry system in each county(city,district),and then put forward specific optimization path,which is of great practical significance to promote the development of modern agricultural industry system in Jilin Province and realize the modernization of agriculture and rural areas,and to guide all regions in Jilin Province The rapid development of modern agricultural industry system plays a role of reference and guidance.Based on the analysis of the relevant literature,theories and concepts,and on the basis of the definition of the connotation and concepts of modern agriculture and modern agricultural industry system,combined with the actual situation of the development of modern agricultural industry system in Jilin Province,this paper integrates and draws lessons from the local standard of Jilin Province "evaluation index system of agricultural modernization development level"(db22 / t3064-2019)issued in 2019 as the construction level The evaluation model defines the evaluation method.In terms of data acquisition,it mainly connects the relevant statistical data of Jilin Provincial Bureau of statistics and Jilin Provincial Department of agriculture and rural areas,and uses the actual data and some industry data provided by relevant government departments of counties(cities,districts)as supplements.From the two dimensions of time sequence(three consecutive years of data)and space(five first-class indicators and 14 second-class indicators),this paper calculates and analyzes the construction level of modern agricultural industry system in 49 counties(cities and districts)of Jilin Province,finds out the influencing factors that restrict the development of modern agricultural industry system in Jilin Province,and then analyzes the differences of the main reasons that affect its development,combining with Based on the actual cases,the paper further studies and analyzes the reasons behind the differences,and from the main indicators of the evaluation index system of the construction level of modern agricultural industry system in Jilin Province,puts forward specific and feasible optimization path for the development of modern agricultural industry system in Jilin Province,and finally puts forward policy guidance and relevant suggestions for the implementation of the guarantee path.It is found that the construction level of modern agricultural industry system in Jilin Province is in the stage of transformation and development as a whole,the annual development trend is increasing significantly,and the indicators of modern agricultural industry system are approaching the modernization target value.From the scores of the construction level of each county(city,district),we can see that the 14counties(city,district)that take the lead in realizing agricultural modernization in Jilin Province are generally higher than other counties(city,district),and the development of the surrounding areas of cities and prefectures in the same region is better than other counties(city,district)(generally not higher than the rate of the first counties and cities).At the same time,it is found that the construction level of modern agricultural industry system among counties(cities,districts)is unbalanced and uncoordinated.According to the above conclusions,the optimization path of modern agricultural industry system is put forward,and corresponding suggestions are put forward to ensure the smooth implementation of the optimization path.
