With the changes in the international and domestic economic situation in recent years,China’s economy has entered a new normal,and the steady and positive development of the agricultural and rural economy has become an important factor supporting society and stabilizing the overall situation.As the second largest city in Jilin Province and a traditional agricultural city,Jilin City has built a modern agricultural industry system with "moderniza-tion of production factors,modernization of industrial science and technology,modernization of organizational management concepts,multi-functional development of agriculture,and diversified output of agricultural products".The steady and positive development of the rural economy plays a decisive role.Based on this background,the domestic and foreign theoretical and practical research results,this article starts with the relevant theories of the modern agricultural industry system,conducts a qualitative and quantitative analysis of the development status of the modern agricultural system in Jilin City,comprehensively sorts out the development advantages and existing problems,and uses foreign The analysis of the characteristics of the current situation of agricultural modernization and modern agricultural industrial system in developed countries has formulated the basic development strategy of "strong foundation,expansion of production capacity,main body of education,science and technology,and construction of new villages" for the development of modern agricultural industrial system in Jilin City,and proposed "planning guidance",Layout positioning,efficient connection,investment guarantee,management innovation" five countermeasures and suggestions.
