Enterprises included in public institutions are characteristic enterprises in China.Along with the improving and developing socialist market economy in our country,traditional public institutions could not adjust to the development of market economy since there are many deep-seated problems such as backward management system and mechanism,unreasonable allocation of human resources.The personnel diversion and resettlement has been a necessary result of operating institutions due to the enterprise system reform.The paper has analysis on the identification transfer in the system reform of TJ Company with literature review,interview research and questionnaire survey.Firstly,it is introduced with the research background,research significance,research content,research methods and ideas.Then,it is talked about literature review.The situation of staff management and the existing problems of TJ Company is analyzed based on labor relations,labor relations reform theory,demand level theory,psychological contract theory.The main problems are the lack of ideological understanding of the staff with authorized strength,the disunity of recruitment and labor relations,the disunity of endowment insurance mechanism,the uncertainty of career development prospect of the staff,the inequality of salary and the query on the fairness of policy caused by the change of policy environment.A solution of the identification transfer of the staff in the system reform of TJ is suggested with relevant policies,including protecting the legitimate rights and interests of the original business personnel in accordance with the law,continuity of service life of public institutions,compensationfor the change of status of public servants,standardization of employment mode and recruitment methods,post diversion after the identification transfer,combination of social insurance system,regulation of the compensation method of workers for the identification transfer,enhancing salary equality.The identification transfer in TJ Company in the system reform is an epitome of the staff management in system reform of public institutions required by the socialist market economy system.The identification transfer means so much to the TJ Company in the system reform.With the reference to the successful case,there is improvement in the process.Sort out the staff management mechanism of TJ Company to focus on the solution to staff and build up all mechanisms and human resources(labor)relationship adapting to the reform,so as to achieve the modern enterprise human resource management.
