According to the survey data from the National Federation of trade unions in recent years, the number and scale of labor dispatching in China show that in addition to the growing trend of development, labor dispatch has been transformed into a form which is equivalent to the main form of employment. However, compared with the official staff, labor dispatching employees are limited by the labor mode, resulting in their wages and benefits are difficult to be flat with the official staff, there have been a variety of problems. Therefore, how to manage the labor dispatch staff, improve their work performance, to give a more equitable working environment, to achieve mutual benefit and win-win situation, which has become a problem for all labor units must face.With the rapid development of China’s market economy, the employment pressure and labor demand makes the labor dispatch system began to appear, on the one hand, it can effectively solve the demand of labor units, on the other hand, there are also many problems. The core problem is that the identity of labor dispatch workers, leading to the existence of a big gap between them in the organization and the official staff, as workers of different returns, social security is low, narrow professional space, etc.. This difference will form the perception of labor dispatch workers to the organization, and then reduce the degree of recognition of the organization. The purpose of this study is to transform the practice problem in government agencies into theoretical problems, and collect data through in-depth interviews and questionnaire survey. On this basis, we use the mature theory and method to analyze the data.Although many scholars at home and abroad have carried out a lot of research on the management of labor dispatch workers, many experiences and theories are put forward, which also promote the further development of labor dispatch system, but the management of labor units is still confused. So we need to understand the problem of labor dispatch management in the public security system and the problem of such problems, and how to solve the problem.In order to answer these questions, this research has analyzed the problems that appeared in the process of labor dispatch in China through the review of domestic and foreign related literature. On this basis, through the establishment of analytical framework model of Yunnan XX public security system in the labor dispatch workers conducted in-depth interviews and questionnaire survey, field data collection, and the collected data were analyzed, and discussed the problems in the management, according to these problems in order to put forward the corresponding solution.
