Energy Performance Contracting(EPC)is a market-oriented financing mechanism for energy-saving renovation.It has obvious advantages in promoting energy-saving renovation in various fields,easing energy pressure,and improving energy efficiency.Due to the large energy saving potential of public sectors,the homogeneity of the transformation is high,and it has a demonstration and guiding role in promoting the new model.In recent years,the application of EPC in the field of public sectors have been unanimously encouraged and promoted at the national and regional levels in China.However,due to the relatively short time for the introduction of EPC in China,there are many problems in the actual application process.How to strengthen the cooperation between public sectors and energy-saving service companies has become the top priority of research particularly.Based on this,this essay establishes the cooperation mechanism of the EPC project of public sectors as the main research content,and defines the research scope of the cooperation mechanism as three aspects: the selection mechanism of the partners,the profit distribution mechanism and the governance mechanism of the cooperative relationship.In terms of partner selection,it mainly studies how public sectors choose ESCO based on their internal cooperation motivations,and also considers the regulatory role of the procurement environment.In terms of benefit allocation,it mainly studies the degree of risk perception of public sectors on the benefit allocation of both parties.Impact,and considered the moderating role of third-party participation.In relation to the choice of relationship governance mechanism,the cooperation process after the contract between the public sector and ESCO was divided into the early,middle and late stages of cooperation,and the impact of the cooperation promotion stage on the choice of governance mechanism was studied.At the same time,the regulatory role of the regulatory environment is considered.This essay mainly adopts the literature research method and case study method to study the above content.First,the relevant research hypotheses are proposed through literature research,and secondly,multiple public sector cases are selected to collect and collate case data and conduct case analysis and discussion,and finally verified and perfected the proposed research hypothesis,and reached the following research conclusions:1)Partner selection.When the procurement environment is perfect,public sectors should pay more attention to task-oriented standards for short-term and efficient motivation to obtain resources,and for relationship-oriented standards for long-term and stable motivation to obtain resources;When the environment is not perfect,no matter what kind of cooperation motive,it should pay more attention to the relationship-oriented standards.2)Benefit distribution.When the risk perception of public sectors is high,the distribution of benefits between the two parties is more inclined to public sectors,and the involvement of third-party sectors alleviates this imbalance in the distribution of benefits,making the distribution of benefits between the two parties tend to be rationalized.3)Relationship governance.Starting from the formal establishment of cooperation between the two parties,contract governance should be the mainstay in the early stage of cooperation,and contract governance and relationship governance mechanisms should be used comprehensively in the mid-term cooperation;contract governance should be the mainstay in the later stage of cooperation and the relationship governance mechanism should be appropriately used.
