Studies On Public Procurement Of Building Energy Service Under EPC Model

Economic and environmental problems that come with the global energy shortage and rapid consumption have already become one of the main focuses of most countries in the world. China has also increasingly recognized the importance of energy and environment to social economic development, serving sustainable development strategy including energy saving, emission reduction, environment protection as long term social economic development strategy. In China, building energy consumption has huge volume, accounting one third of social total energy consumption. Besides, owing to high speed economic development, gross building structure area keeps rapid increasing at the same time, however, energy consumption per unit area for the vast majority of existing buildings far excesses international average level. China has made commitment in United Nations Framework Convention on Climate Change in 2015, promising that the greenhouse gas emission per unit GDP in 2030 will decrease to 60%- 65% of the number in 2005, and reaching the peak of carbon dioxide emission around 2030 as soon as possible. In this background, energy saving, emission reduction and energy management become important tasks in economic development, building energy service under Energy Performance Contracting(EPC) model become important energy saving method in the future. However, the development of building energy service market and EPC model in China still remains at an early stage; laws, regulation and institution still remain incomplete. Particularly, public procurement of building energy service under EPC in public sector encounter difficulties in popularizing in China.The thesis conducts thorough research on public procurement of building energy service under EPC model, exploring the reasons for development obstacles and proposing countermeasures. Firstly, the thesis introduces the emerging energy saving method, building energy service under EPC model, analyzing the market status, characteristics and development; Secondly, focus on the public procurement of such project, the thesis analyzes the definition, characteristics, policy environment, feasibility and necessity; Then the thesis investigates the reasons for the development obstacles of public procurement of building energy service under EPC model: from empirical perspective, the study is conducted respectively from perspectives of market and public sector; from theoretical perspective, applying different theories on analyzing the obstacle reasons; finally, targeted countermeasures are proposed based on the analysis.
