As the first multilateral trade agreement reached in the 20 years since the establishment of the WTO,the Trade Facilitation Agreement has played a pivotal role in global trade activities and has a profound impact on the economic development of the world and China.In recent years,with the application and improvement of a new generation of information technology,cross-border e-commerce has rapidly developed into an active force in the international trade market due to its low cost and high efficiency.How to effectively use trade facilitation measures to promote the healthy,stable,and orderly development of China's cross-border e-commerce is a challenging issue that all countries are currently paying attention to.Combining the current research situation at home and abroad,this article combs the basic definitions of trade facilitation and cross-border e-commerce,and the theoretical basis and influence mechanism of the relationship between the two,which provides a solid theoretical support for the subsequent empirical research work.Through a global time series principal component analysis,a more systematic and comprehensive evaluation system for trade facilitation indicators was established,based on which the trade facilitation development levels of China and 38 trading partners from 2011 to 2018 were calculated,and the results showed that China's trade facilitation On the whole,the level of globalization is on a continuous upward trend.Although the level is higher than other developing countries,the gap with developed countries is still large.Then establish an improved trade gravity model,select China's 38 major trading partner countries,and use China's cross-border import and export value to the trading partner country as the explanatory variables,and use the trading partner country's TFI,GDP,and population The total number,tariff rate,and geographical distance between the two countries are used as explanatory variables,and the extended gravity model is used for overall regression analysis;38 trading partners are divided into 16 developed countries and 22 developing countries,and trade facilitation is specifically analyzed.The impact of various sub-indicators on the development of China's cross-border e-commerce import and export.The results of the study found that trade facilitation has a positive effect on promoting the development of cross-border e-commerce in my country and its impact is more significant.The customs environment has the most obvious impact on the development of cross-border e-commerce in my country;followed by the level of financial services and e-commerce,the port efficiency is the least significant among several sub-indicators of trade facilitation.Finally,according to the empirical analysis results,targeted improvement suggestions were made so that resources could be optimally allocated.Promote the development of my country's cross-border e-commerce by improving various sub-indicators of trade facilitation.
