A Study On The Effects Of Trade Facilitation On Chinese Cross-border E-commerce Export

As the first multilateral agreement signed by WTO since it was founded,Trade Facilitation Agreement has strengthened the confidence of recovering global trade and played an increasingly important role in global trade activities.Firstly,this article analyzes the current development status of international and domestic trade facilitation and discusses measures taken by government for trade facilitation to promote the export of cross-border e-commerce.It also analyzes the development status,mode and main problems on Chinese export of cross-border e-commerce.Then,it analyzes the influence mechanism of trade facilitation for cross-border e-commerce from the prospect of the theoretical foundation and evaluation system of trade facilitation.Thirdly,this article established an index system of trade facilitation,including 5 primary index and 16 secondary index.On this basis,it quantifies the development of trade facilitation in China from 2008 to 2016 and reveals the level of trade facilitation in China clearly.Compared with high-income countries,China has lagged behind in trade facilitation,but it has been narrowing the gap in recent years.Fourthly,it establishes the gravity model and makes empirical analysis on 40 countries who are Chinese major trading partners.The article chooses the volume of export from China to these countries to be explained variable,with the economy aggregate,population and tariff rate of this country,the distance between the two countries,whether this country has signed free trade agreement with China as explained variables,and makes regression analysis.Then it divides the 40 trading partners into 20 high-income countries and 20 other countries,and makes concrete analysis of the effect of each index of trade facilitation on export scale of Chinese cross-border e-commerce.The study found that trade facilitation has significant effects on cross-border ecommerce exports.Meantime,in the high income countries,regulation environment has most obvious effects on crossborder ecommerce export,while in other countries the electronic commerce does.Fi-nally,according to the analysis of the foreword,the article puts forward some improvement suggestions for the government and enterprises,which are beneficial to the optimal allocation of enterprise resources.With the help of trade facilitation,we will raise the level of different indexes of trade facilitation from the prospect of different countries to improve the export development of Chinese cross-border e-commerce.
