Deposit-Refund System For Electronics Producer:Decision-Making,Effect,Nature

China's e-waste recycling market is faced with a large base,fast growth rate and low recovery rate.The realization of high e-waste recycling can bring considerable benefits both environmentally and economically,but the government has adopted a series of measures Very little.Based on this deposit refund policy has entered the Chinese vision,but most of the existing literature is aimed at consumers to implement the deposit refund policy,and there is a lack of design research that takes the producer as the decision object.Therefore,this article studies the government's implementation of the deposit refund policy for producers and explores whether it has the effect of promoting the recycling of electronic waste.Provide an operational policy for the severe current situation of electronic waste recycling in my country.We used the game theory method to construct a three-party three-stage dynamic game model composed of government,producers and consumers.First,we used the inverse induction method and numerical example method to obtain the optimal decision-making and equilibrium results of the producer and government.Secondly,the comparative analysis method is used to compare the balanced results with or without policy,and the effect of the deposit return policy is discussed;finally,the comparative analysis method is used to discuss the nature of the deposit return policy.We found that:(1)In all three supply chain environments,there is a critical value of environmental cost.When the environmental cost of electronic waste is greater than the critical value,the government should implement a deposit refund policy,otherwise it will not be implemented;(2)Deposit refund policy Not only can improve the recycling rate of e-waste,but also achieve the growth of social welfare;(3)the deposit refund policy can help the market eliminate the producers with higher environmental costs of e-waste;(4)the deposit refund policy makes The behavior of enhancing one's own comprehensive strength has a certain promotion effect;(5)The product type changes caused by the change of producer's behavior will further increase the profit,and the producer will continue to undergo behavioral changes.(6)After the producer's behavior changes to make the strength stronger to a certain extent,the government's decision will change from implementing the deposit refund policy to not implementing the deposit refund policy.As a result,we provide an actionable policy for China's severe e-waste recycling status,which plays an important role in the recognition of escrow return policies,government decision-making methods,decision-making effects,and potential long-term impact.
